"It seems that the number of people that are to enter the ruins have to be less than one tenth. The losses from such a number is acceptable and could be explained in a way." Listening to his words, Luo was aware of what he meant.
For the past centuries, the exploration is mostly done by the military faction and they can be said to control a lot of resources. The kind of power they hold is enough to make the Immortal path seem like a group of babies facing an adult.
They are not standing on the same level at all, and those in the immortal faction that join can only start off as cannon fodder. When compared to martial artists, who seek fights to breakthrough most of the time, it is understandable for them to join the military.
Resources are also not easy to obtain, but that is not the case in the military as they are sure to train loyalists.
The aspect of loyalty is due to the age the military recruits its candidates and more importantly, their training.
The resources they have in possosion is enough to train a lot of strong people. As much as the development of immortal path is propagated everywhere, the truth is, they can't compare to the military.

It was not smart for them to start mobilizing the military to conduct exploration.

"What do you mean?" Chengshan asked with some confusion, he had not done anything yet, and this woman was already scheming something.
He did not feel anyone in the star realm would threaten yet, but that was just because he had yet to fight those stronger than him.
From the way he usually Luo, she is someone that can cause trouble. The two of them where together on this mission just to balance her actions, but it seemed like she was trying to get even with him.
Now that he thought about it, he had been mocking her all this time, considering she could not defeat him, it was not surprising she was digging a pit for him to be taught lesson.
This was at least what he thought, but it was far from the truth. For that to be the case, she had to have already figured out the existance of the ruin.
Not just that, the calculation had to have started from a very even complicated long process.
Luo just realized the implications of Changshen's actions after all this has taken shape. It was not like she had planned all this, and in the end, she was just taking advantage of the trend.

In the current world, the military was obviously the ones responsible for exploring dangerous ruins, and in exchange for this chance, anyone that was interested in taking part had to pay a certain price.
With enough contribution coins the military would be very happy to allow anyone to explore in exchange for them.
Even in the other timeline, the contribution coins where the currency that could allow purchase of everything, this even included the chance to enter the Universe Hall.
"It would be one thing to mess around with the students into his trial, but your actions have allowed some individuals that do not like the military to monopolize the ruins to get involved, and you should know this group is ancient!" She was not joking, the political situation was complicated when it came to somethings.

He was not sure what was going to happen in the future, but that did not give him as much of a headache as Luo thought.
"I guess she is right,but I already have decided to take this path. In the worse case scenario, I could just enter the Universe Hall with the contribution coins I have gathered and try my luck. Considering the ruins discovered in the stary skies might have a chance for me, it is only imperative for me to have some major improvements before they allow exploration."
All his actions where indeed based upon the urgency to become stronger. The existance of the door discovered ruins in space seemed too important as even some of the sector lords where interested.
It was also in the same way he had the confidence to take up the exploration of this ruin Emily had just entered.
The military was too preoccupied to care about his actions. Perhaps they would send some small team to explore it, but that was it. They where focusing most of their resources in exploring what could bring about massive transformation in strength of humans as a whole.
It was also this confidence that made him push aside Luo's words about the military.
"I guess you thought about it clearly. Well, I was just telling you to watch your back, after all at this rate, everyone will be coming for your head." Luo was just trying to frustrate him.
