Chapter 10 - The HPA’s agreement

"That's where this tale originally starts. Now, I will truly begin the story of the 3rd vampire king." The matured man said as he turned the page.

[Manhattan, New York 2019 (Monday, June 29th)]

"The police still has yet to reveal what the exact cause of death yet as 236 people including 3 officers was killed last night and there may be more we haven't accounted for. People are starting to believe that there's a chance it could've been the work of the man from the first night as leaked footage of the night shows three white blurs passing through the crowd. Although we could only catch blurs, many believe it was the man from the first night who murdered these people." The video was muted as it started rewinding to show the white blurs in the video.

"I deeply apologize, Human Chiefs. As you may know the Blutheim is currently facing a couple trouble of it's own and couldn't attend but of course we'd be willing to help as representative's of our nations." A man said in a deep and cordial tone that could calm angriest man in the world.

"From what you told us, we could only assume the other two are his servants and this vampire is danger although he is only a kid. Are you seeking our agreement to kill a member of a former allying species?" A Large man said in a loud and rumbling tone.

"Well since it is a vampire, I would like to and approach him peacefully. Then if I could reason with him, maybe I can send him back to his homeland even if it means I might have to contain him for a little." The U.S Chief said to the 2 men as well as a woman who remained disturbingly quiet and the other Chief Protectors who were in different sections on the screen in front of him.

"He's done a lot of damage to your one of your towns, normally an execution would be needed for this. However they are a dying species and he did seem to have a special blessing from the Great King." The man asked.

"If he's only a kid, a city like New York is probably to much for his senses to handle. But if I can contain him, I could send him back to his home but of course that's if we all can agree on this." The U.S Chief said.

"Yes this is all very possible and I agree with you U.S Chief, however you speak of him as if he's just some monster or mindless animal. Must I remind you that this is the respectable and esteemed vampire not some mindless animal. Now before you continue, We understand that you cannot allow him to continue as he is but we will not allow a vampire's corpse to be disgraced and fall from the sky." The man explained with the same cordial tone.

"Yes, I understand but first allow me to make myself clear before we make this agreement. I have no intentions on simply just capturing and releasing him like some wild animal, I plan on questioning him first before I send him down. If his answers were that of a kid just trying to survive than I'll let him go." The U.S Chief told them in a seemingly unbendable tone.

"What about the Servants. What will you do with them?" The woman suddenly spoke after being silent throughout the entire meeting.

"Drey has kidnapped a nurse and has been labelled a criminal in every borough in New York, his face has already spread to other states which will detain him and contact the HPA immediately. Melissa has yet to be found and is suspected to already been killed or turned. We will have to detain Drey for life and return Melissa back to her family. However if the public finds out about their involvement in last weeks massacre than they will be tried for their crime and possibly sentenced to death, if this were to happen than the child vampire may be the only one to return." The U.S Chief said as looked over at the woman, who was covering her face with long black hair.

"…" She remained quiet as if she was ignoring him, however he didn't pay any mind to it.

"Well if it's only the kid and his servants, you shouldn't have any problem trying to detain them but don't trap them because they have a strength hidden that not even, Queen Aria knew about.... And trust me, that strength is like a miracle bestowed upon them from the Great King himself." The man explained as if he witnessed it himself. "In my opinion, you should retreat if that happens." He continued as his tone abruptly shifted midway through his sentence.

"I keep that in mind and exercise precaution when I make contact with him." The U.S Chief said as he looked to a man that was standing by the door in his office. "Since Queen Aria is currently unable to grant any type of permits regarding this matter, we would need to agree on this." He finished.

"It seems that we have no choice but to agree to let you kill him." The man said as he turned his head while he lost himself in thought.

"I'm glad you agree, King-" The man raised his finger, telling the U.S Chief to pause as he wasn't finished.

"But we can't agree to make that contract, it goes against the Equals term." The man said as he was still looking away.

The meeting went on as the U.S Chief continued to form a contract with the representatives from the other nations that weren't apart of the HPA. These representatives hold the same power as the HPA Chiefs although they come from unknown places. However as the meeting of how the HPA will deal with Kyle continued. Kyle was in a office with his servants, Christian and his friends.

"For the past week the police has dispatched officers for 24 hour patrols all over Hell's Kitchen and Lenox Hill. Lenox Hill is where most of our sales take place and Hell's Kitchen is where Kyle, Drey and Melissa's been spotted the most. Fortunately we can make sales in other places but we still need to find out why they moved there and if they were waiting for us, we need find out how they got the information and make sure his hunger never gets to that point." Gabriel as he opened a file filled with document papers and pulled two from the top.

"Well we don't really have to worry about them much since they'll be tagging along on most of the captains' task, like infiltration, distraction and some sales. You should be able to get most of the blood you need through that. Also you guys can't attract so much attention like that again, whatever you did last time try not to do that again." Urie said as she took one of the document papers.

"I won't use it but how would I get blood from going to sales?" Kyle asked as the tips of his hair was white as if he had highlights. Drey and Melissa stood besides him as if they were guarding him from the people in the room.

"Sales can go left anytime. Although it rarely happens to us, there are some groups that aren't scared of our reputation and those people tend to be real problems. Some may need to be handled on the spot but with at least one of you being present it may also keep them in check." Urie explained as she took the other document after reading the first one.

"Will we only do tasks with the captains?" Drey asked as he stared at the document papers.

"You three are not ready to do tasks alone, you need to learn how to do them first by watching us." Christian said as he sat next to Gabriel, across from Urie.

"Yeah but you'll be able to get the blood you need during these upcoming tasks." Urie said as Gabriel passed her another documents. "But you'll mostly be with Michael and Christian, you might also be doing distraction tasks by yourself since you know how to draw a big crowd." Gabriel finished as he grabbed the second document that she took.

"And we might also include you in some of David's information task." Urie said as she pointed to the man who had a chair in between everyone. "I'm assuming with the types of tasks they're qualified for and their own history, you can tell what type of workers they are." She finished.

"Do the captains understand what type of workers these recruits are?" Gabriel asked as he looked around the room.

"Spy type of workers, we need make sure they have good chemistry with the rest of the organization." Michael said as if he wanted to hurry up and get the meeting done with. Although not every captain answered, they understood.

"Well than if you do than you better start preparing because this summer is gonna be much more hectic than before. So let's officially welcome Kyle into the ANM organization." Gabriel said as he stood up.
