Konoha and Kumogakure began confronting each other again after last year's harvest. However, since Iwagakure and Kirigakure appeared during the opening stages, both sides decided to put aside their dispute for the time being to observe the outcome.
Tobirama knew exactly what Kumogakure was thinking. These muscle-headed fools must have wanted Iwagakure to win so that they could join forces and continue attacking Konoha. But Tobirama wasn't worried. "I wasn't afraid when the three of you joined forces before," he thought, "so even if Iwagakure wins and you two join forces, will I be afraid now?"
By the end of summer, Konoha and Kumogakure resumed their bickering. Kumogakure: "XXX Konoha! The wheat at your father's farm is ripe. He's gone home to harvest it, and when he's done, he'll come back and chop you to pieces!" Konoha: "XX Kumogakure muscle-brains! Your grandfather's rice is ripe, and he's gone home to harvest it. Both sides prepared to retreat temporarily. However, just as they were about to pull back, the news came that the war between Kirigakure and Iwagakure had ended. The Second Mizukage and the Second Tsuchikage had died together. Now both villages had to retreat to elect their third leaders quickly to stabilize the situation.
As soon as Senju Tobirama heard the news, he ordered all Konoha ninjas to stop retreating and attack with full force. This was a perfect opportunity. Iwagakure had lost its Second Tsuchikage, so it was unlikely they would help Kumogakure until a new Tsuchikage was elected. Even then, Iwagakure might experience internal strife. Tobirama knew it would be foolish not to seize this chance.
Kumogakure understood this too, so when Konoha advanced, they were already prepared. However, being prepared didn't guarantee victory. The war raged on for over a year, and Konoha finally secured its first substantial victory.
However, the ninjas of Kumogakure retreated to the Land of Iron, which bordered Konoha in the northeast. The Land of Iron had no ninjas; only powerful samurai served as its combatants. Tobirama wasn't foolish enough to pursue the fight in the Land of Iron. Offending the Iron Country's general would be a grave mistake. Instead, he greeted the general respectfully and withdrew.
The Iron Country knew they were being used by Kumogakure, but they would never allow Konoha to wage war on their soil. The Iron Country took note of Kumogakure's actions and was sure to settle the score later.
The news of Konoha's first victory spread quickly, and Yuya immediately launched a public relations campaign. He made no mention of Konoha's previous defeat by Iwagakure and Kumogakure or Kirigakure's betrayal. Instead, he highlighted this recent victory. The next day, the Ninpo News was sold out, and the entire village of Konoha was filled with excitement.
Yuya took advantage of the moment by announcing a 20% discount at Konoha-managed stores. This prompted a massive shopping spree, much to Yuya's delight. He wasn't worried about people saving their money; he wanted them to spend it. Spending money boosts Konoha's GDP and increases economic circulation, something Yuya understood well.
The celebration lasted for a week. Not only did the people of Konoha party, but villagers from Kirigakure and Sunagakure also flocked to Konoha for the shopping spree (although essentials like food and ninja tools were not discounted). Unlike the fake discounts of previous life's "Double Eleven" and "Double Twelve" events, where prices were inflated before being "discounted," Yuya's discounts were real. Civilians were not treated as fools.
As the shopping frenzy unfolded, Yuya regretted not thinking of opening a department store sooner. But after reviewing Konoha's map, he realized that land was scarce. Without counting the settlements of the major clans, Konoha had little available space.

Meanwhile, on the frontlines, Tobirama kept the ninjas stationed there. An armistice hadn't been signed yet, and expecting the enemy not to launch a sneak attack would be foolish.
Tobirama returned to Konoha with two companions, Uchiha Kagami and Sarutobi Hiruzen. Uchiha Kagami, the only Uchiha trusted by Tobirama, was someone the Hokage valued deeply, seeing him as the key to resolving the Uchiha clan's issues.
On their way back, they came across a convoy of dozens of carriages outside Konoha's gate. Although Konoha's gate was wide, it couldn't accommodate so many carriages at once, and ninjas were stationed there to inspect the identities of those entering the village.
Tobirama frowned. "What are these people doing here?" Although they appeared to be merchants, Tobirama knew they could easily be disguised foreign ninjas. He decided he would need to discuss this with Yuya.
Before the group could cross Konoha's walls, they were stopped by four ninjas from the Uchiha clan, each bearing the clan's fan symbol.
"Stop! Who dares to break into Konoha—Hokage-sama?!"
The leader of the group looked embarrassed. "Sorry, Hokage-sama. We've been on high alert recently due to an increase in spies and foreign ninjas attempting to infiltrate the village."
Tobirama's interest was piqued. "Spies and foreign ninjas, you say? Tell me more."
