Not everyone in a ninja family is a ninja.There are certainly ordinary people who don't practice the ninja arts. Some might even have the potential to become ninjas but choose not to, and you can't force them. These people become key targets for someone like Youya.
These non-ninja individuals are often responsible for supporting the clan in other ways—by farming, trading, or crafting, for instance—thus providing resources to sustain the ninja family. During the Warring States period, this system worked well. The ninjas protected the civilians, who in turn provided for the ninjas. However, in the current era of ninja villages, this model is no longer appropriate.
Now, these civilians not only support their family but also the village. They're essentially taxed twice. Either they should stop paying the family, or they shouldn't be required to contribute to the village as well.
Take the Sarutobi, Hyuga, and Shimura families, for example. Konoha doesn't demand resources directly from them, but the required village taxes are still collected. However, there's always some negotiation over how much is given. This situation can't last forever. But, due to ongoing wars—like the unresolved conflict with Kumogakure—Tobirama Senju can't afford to escalate tensions with these families. He may just be taking mental notes for now.
For instance, Tobirama remembers how, when Youya came to collect supplies, many families didn't show much respect. Even though Youya himself proposed the idea of recruiting, he represented Tobirama. It's frustrating for him—he helped raise tens of millions before, and now families act like they don't need to support him.
Tobirama might keep a record of these things, but Youya doesn't really care about these families. To him, a family is just a group of people with the same name banding together for protection. That's useful when facing an external threat, but Konoha isn't an enemy. Youya has many ways to break up these families if he needs to, but he's chosen a slower, less confrontational approach. Uchiha Kagami recently noticed that many non-ninja members of the Uchiha clan have been quietly moving into Konoha's urban areas.
While the Uchiha clan faces significant internal issues, it's not unique in this regard. Other clans also exploit the non-ninja members of their families. It's just a matter of degree. Over time, members of these clans will likely follow the same path as the Uchihas, moving into the city and away from their clan compounds.
Uchiha Kagami knows he can't stop this. The sense of community that clans offer will become their only real benefit, and even that will start to lose appeal. Konoha can provide the same security and opportunities, especially with so many jobs available. Factories in Konoha are desperate for workers. Some machines sit idle because there aren't enough people to operate them. For many civilians, life in Konoha's city offers a much better future than life within their clan.
Uchiha members, in particular, find life outside the clan several times better. There are no clan elders knocking on their doors, demanding they take up grievances against Konoha or collect monthly dues. Outside the clan, they still enjoy the same protection provided by the Konoha Police Force—which is run by the Uchiha clan—but they don't have to give anything up. So why wouldn't they leave?
Uchiha Kagami accepts this reality. He isn't the leader of the Uchiha clan, and truthfully, he doesn't mind if some Uchiha members leave. Life is better for them now, after all, so why disrupt Youya's plans?
Kagami also realizes that Youya is quite different from Tobirama. While Tobirama is widely regarded for his mastery of ninjutsu, Youya's strength lies in his political and strategic maneuvering, which Kagami finds unsettling. Youya has been cutting away at the power of the ninja families little by little, without much resistance.
While Kagami is convinced of Youya's abilities, it remains to be seen whether Sarutobi Hiruzen or Shimura Danzo are on the same page. For now, Kagami puts his worries aside, enjoying a shopping trip with his wife. The commercial street is lively, and the atmosphere is far more welcoming than the shops in Kirigakure.
The Sunagakure siblings who run the only store from their village in Konoha are particularly enthusiastic. Konoha's size and development fascinate visitors, including ninjas from other villages like Sunagakure. They've observed that Konoha has paved stone roads—smooth and polished—whereas Sunagakure still struggles with dirt and gravel paths that become a muddy mess when it rains. Water is so scarce in Sunagakure that even skilled Water Release ninjas are rare and valuable.
Despite their struggles, Sunagakure ninjas are in awe of Konoha's rapid development. Factories keep the village bustling during the day, and at night, the city comes alive with entertainment, dining, and even an official gambling house. Observers from Sunagakure marvel at how Konoha continues to expand, with construction projects everywhere and talk of new bridges, roads, and even water plants.
The ninjas from Sunagakure can't help but wonder: how much wealth does Konoha have to fuel all this?
