Senju Tobirama was stunned after hearing the news. He cautiously asked, "Is there… a river in Sunagakure Village?"
The ninja from Sunagakure shook his head. "No. What does that have to do with anything?"
Tobirama was speechless. "No river, and you want to build a water plant?"
The Sand ninja bid farewell to Tobirama, disappointed. After seeing them off, Tobirama called for Yuya. Although Yuya was officially his secretary, their relationship was more like that of an elder and junior rather than superior and subordinate.
"It's amusing that Sunagakure wants to build a water plant," Tobirama said with a chuckle.
Yuya, however, didn't laugh. Instead, he pulled out a map of the Land of Wind and sighed. "Actually, it's not a bad idea."
Tobirama blinked in surprise and looked at Yuya suspiciously. "What are you talking about? There's no river in Sunagakure Village. How could they build a water plant?"
Yuya pointed to a location in the northeast of the Land of Wind. "This borders the Land of Rain. There's a large river running across the Land of Rain and into the Land of Wind."
Tobirama leaned in to take a closer look. "But that's hundreds of kilometers from Sunagakure."
Yuya drew a line on the map. "They could divert water from the north to the southern villages. The project would be large and might take several years, even up to a decade. Plus, the river's upper reaches are controlled by both the Land of Wind and the Land of Rain, but it's still better than the current situation where people die of thirst every year."
Tobirama stared at the map, frowning as he thought it over. Divert water from the Land of Rain to the Land of Wind... just to supply Sunagakure Village?

After thanking Tobirama, the Sunagakure leader hurried back to his village. Although Konoha had proposed the idea, it was up to Sunagakure to implement it. The sooner they returned, the sooner the project could start, and the sooner Sunagakure could solve its water crisis.
Returning to his office in high spirits, Tobirama was greeted by a wide-awake Yuya, who looked at him with his usual deadpan expression.
"Uncle, you used my plan to talk to the people from Sunagakure, didn't you?"
Tobirama grinned. "That's right. And I gave them the plan free of charge. What, are you confused?"
Yuya tilted his head. "What's there to be confused about? You're just shifting the burden, watching from a distance, and using someone else's resources. It's not hard to understand."
Tobirama's smile faded as he returned to his usual stern expression. "Oh? And what's the point of telling me this?"
Yuya sighed. "Even if the project is successful, all Sunagakure will get is a North-South Water Diversion. They'll stop losing people to thirst, but it won't improve their combat strength. Plus, Kazekage will be forced to pour manpower, resources, and attention into the project. It's too big of a deal for them to ignore, and they'll have to see it through no matter the cost."
Tobirama nodded. "That's true. Not only will Kazekage want to secure his legacy, but this project will also determine Sunagakure's future. There's no way they'll abandon it."
Yuya continued, "This means Sunagakure won't have the energy to focus on Konoha's conflicts with Kumogakure. Even if we've signed agreements, there's no guarantee that Sunagakure wouldn't eventually get greedy and attack us. But this project will keep them busy for years, buying us time to deal with other threats."
"And even after the project succeeds, the amount of water they receive will depend on the whims of the Land of Rain and the daimyo of the Land of Wind," Yuya added. "Kazekage wouldn't dare offend the daimyo, but the Land of Rain? Well, their abundance of rain is exactly what Sunagakure craves."
Yuya shook his head. "This is all a brilliant setup. Sunagakure will be forced into conflict with the Land of Rain just to maintain their water supply, and we in Konoha will sit back and watch."
With that, Yuya gave Tobirama a thumbs up. Tobirama could only marvel at how his young subordinate had seen through the entire plot so effortlessly.
"Uncle, you're really devious," Yuya remarked with a smirk.
Tobirama didn't think of it that way. Yuya had already articulated every possible outcome, even predicting the future conflict between Sunagakure and the Land of Rain, something Tobirama hadn't fully considered.
Suddenly, Tobirama felt a bit overshadowed. Had he, the mentor, lost his edge to this cunning young strategist?
Yuya raised his head again and said, "By the way, since I gave you this idea, shouldn't I get something in return?"
Tobirama's previous irritation melted away. After a brief cough, he asked, "What do you want?"
"Teach me genjutsu!" Yuya immediately said, raising his hand.
Tobirama shook his head. "You're not suited for it. Genjutsu requires a significant amount of time and focus to master. Your talent is better spent elsewhere..."
