Chapter 21 - RA 18: National Gambling Prohibition Act of 2024

Section 1: Title

This Act shall be known as the "National Gambling Prohibition Act of 2024."

Section 2: Purpose

The purpose of this Act is to implement a nationwide ban on gambling, in all its forms, in order to reduce the negative impacts of gambling on individuals and communities, including addiction, financial ruin, and social harm.

Section 3: Prohibition

a. All forms of gambling are hereby prohibited. This includes, but is not limited to:

- Lotteries

- Casinos

- Online gambling

- Any other form of wagering

b. The operation, promotion, and participation in any gambling activities are strictly prohibited.

Section 4: Penalties

a. Any individual found violating this Act shall be subject to:

- A fine not less than $100,000

- Imprisonment for a term not less than five years

- Or both such fine and imprisonment

b. Any entity found violating this Act shall be subject to:

- A fine not less than $1,000,000

- Revocation of business licenses

- Forfeiture of any assets related to gambling operations.

Section 5: Enforcement

a. The Ministry of Justice shall be responsible for the enforcement of this Act.

b. Law enforcement agencies at all levels shall assist in the enforcement of this Act.

Section 6: Separability Clause

If any provision of this Act is declared unconstitutional or invalid, the remaining provisions shall not be affected and shall continue to be in full force and effect.

Section 7: Repealing Clause

All laws, decrees, executive orders, rules, and regulations or parts thereof inconsistent with this Act are hereby repealed or modified accordingly.

Section 6: Effective Date

This Act shall take effect thirty (30) days after its approval.
