The grade of a territory decides the starting point of it which shows that 'SUPREMA', the AI which is managing the whole game doesn't consider everyone as equal. Different buffs of different grades of a territory decide the rate of development of these territories.
[Territory (E grade) - spawn 10 people/day at Village level, no added bonus]
[Territory (D grade) - 10% increase in territory civilian attraction rate(11 people/day at Village level), +10% chance of profession advancement, +10% chance of Talent upgrade]
[Territory (C grade) - 20% increase in territory civilian attraction rate(12 people/day at Village level), +20% chance of profession advancement, +20% chance of Talent upgrade]
[Territory (B grade) - 30% increase in territory civilian attraction rate(13 people/day at Village level), +30% chance of profession advancement, +30% chance of Talent upgrade]
[Territory (A grade) - 50% increase in territory civilian attraction rate(15 people/day at Village level), +50% chance of profession advancement, +50% chance of Talent upgrade]
[Territory (S grade) - 70% increase in territory civilian attraction rate(17 people/day at Village level), +70% chance of profession advancement, +70% chance of Talent upgrade]
Another important thing is that the effects can be stacked on the bonuses given by the grade of the territory. Coming back to the topic, the next moment 'Supremo's voice sounded again in my ears.
[Please choose territory's village name...]
[FORTIS VILLAGE]
[Choose the location of the village]
The location I chose was near present-day Mirzapur, around 70 km southwest of Varanasi and 20 KM south of the main Ganges river. Let's see what are the pros and cons. First of all Ganges river and its tributaries forms one of the best inland river transportation system in the whole world and the river itself effectively covers around 1.3 million square km. Secondly, the basin had one of the best soil quality in the whole of India so if used carefully territory will never have any food shortage. Third, the region had a sizable reserve of coal and limestone and various descent sized Iron ore veins. Fourth is military-related that abundance of Indian Elephants in the region, so yeah I was going to use war elephants heavily in my campaign and besides the army, they are very helpful in construction also. Lastly, around 30KM southeast from the location is a hilly region that is very good for the production of medicinal herbs.
With the location chosen a white light engulfed me and I was teleported to a chosen location. When I opened my eyes I was greeted with a breathtaking view of lush green grassland stretched to the horizon, west (left side) and south (backside) was filled with forest, and north and east was grassland with sparse trees. After this 1st thing I did was seeing the statue of me and my territory.

'Well, looks like aside from my Intelligence nothing else stands out. Let's check territory stats.' I thought before going to the territory page.
[Territory Name - Fortis Village (A grade)]

'Looks like income is going to be a pain to improve to 100/month, well whatever', After that, I turned and Behind me was village hall around which around 800 people were standing looking at me with respect and reverence which unsettled me for a bit but well I can only act as I am their master which stoked my ego also to a new level. Well after feeling better I went to them and said, "Welcome to my territory people, my name is Aragorn, and being a baron I had been tasked to develop this land to one of the best cities or even to a country, but all of this is only possible with your cooperation. So why not you all introduce yourselves." After saying this first came the eleven talents I chose from the shop.

Although I had thought that an advanced trainer would be excellent for the army but after seeing Virbhan's stats I was amazed, if this was what an advanced trainer could do they I could only imagine what a great trainer or legendary trainer will bring to the territory, Its a shame though that a trainer can only train 1000 troops at once.
