It's actually the Blue String of Fate! So that's why his Light of the Soul had been unusually dim. The string's been storing all his luck, and increasing it while his luck is at rock bottom.
The Blue String of Fate is usually called a plague rather than a blessing even with its great ability to amplify luck at the end of the life cycle. But the problem is, people with the Blue String of Fate practically die days or even hours they are born.
"It is truly a miracle that this young chap had actually survived for 21 years! Now that I've untied the string, let me see how much your Light of the Soul has been increased!" The old man was so excited that he actually forgot to put on his face as an elder. He looked no more than a child that was given a new toy to play with.
Zzzzzing!
The light was so blinding that even the old man had no choice but to cover his eyes for a good while before re-adjusting his eyes to the brightness. It should be known that this old man wasn't just a nobody, but the current Guardian God of this universe. His name is <$€*!?$\*> in the God's languages, and Johann in human tongue.
There were multiple universes in existence, as much as the number of sand there is on a beach, and they can be graded according to quality of living. The highest grade universes have beings that can destroy the current Earth with a single thought. The lowest grade universes would be like the one he is in right now. And there were beings higher than the Guardian Gods that keep the latter ones in check.
The Guardian Gods of these universes agreed that the highest will be graded as 10 and the lowest as 1, to easily represent them as numbers. A universe' grade can increase only when the average of the quality of the Light of the Soul of a universe had increased by a substantial amount.
Johann's expression had a mix of surprise, joy, and fear:
Surprised that the Light of the Soul could reach an unimaginable degree. This is his first time seeing someone with so much luck that it could be called a miracle! ;
Joyful that the one with this much luck was in his own universe. This will only mean endless perks from the higher beings. One of those perks can get a Guardian God promoted to a higher grade universe or even promote themselves to a higher being, given that the Light of the Soul of that person would be satisfactory to the higher beings;
Fearful that other Guardian Gods would stop at nothing but to steal and, in worse case scenarios, destroy Matthew's soul. It was almost impossible for a Guardian God to physically go to another Guardian God's universe. But with the help of other Guardian Gods, it would still be difficult but the chances of them entering will be easier.
This had already happened in the past. Inter-universal wars were held and innumerable amounts of universes were destroyed.
Not all Guardian Gods are so 'good' and 'benevolent' that they would all be friendly with one another, specially in the face of so much benefits one can get.
Sometimes too much luck can bring more misfortune for someone.
Johann decisively hid Matthew's Light of the Soul with a technique. It was better to be safe than sorry. He scanned Matthew's memory and then decided to leave a gift for him on his next reincarnation.
"Young chap, you better be thankful for what I'm about to give you! " he waved his hand, and an azure light was injected inside Matthew's soul.
"Now, go! I will be expecting good news from you!" Johann 'threw' Matthew's soul into a hole and then the latter's soul was nowhere to be found in the universe anymore.

Universe #2898
In a planet that is almost ten times the size of the sun, there was an unremarkable village where plants and trees made up 70% of the land. The smallest trees where as high as 5 storey-buildings while the tallest ones could even reach the clouds. Some houses can be seen hanging around the trees. Though some people who are not from here may ask how the hell did these house end up there.
But amidst all these greens, a wooden cabin can be seen hidden by some vines below an 8-storey tree.
In the wooden cabin, there came the cry of a newborn baby. The baby was being held by a young lady who looked like she was no older than 15 years old. She gently readjusted the baby's position, and then walked towards a man outside the room.
"Congratulations Mr. Ingard, the lady gave birth to a healthy boy!"
