Luo Luo glanced at the members and the chairperson of the Theocracy Council. The first chairperson was Tie Yi, the chief of the Mechanical Race, as he was one of the earliest citizens to follow Luo Luo. Luo Luo had great confidence in him.

Aisha's words displayed considerable political savvy. By making concessions, she minimizes the impact on the Elf Race's fruit wine industry while giving newly integrated races time to find their own prosperous pathways.

Although Luo Luo understood Aisha's hidden meaning, he still saw this as a good starting point and an effective policy. He encouraged Aisha with a few words.

However, the question arises: finding pathways for all races sounds easy but is difficult to implement. The Cat race have culinary talents, their restaurants have taken root in some areas. The Fox race have adopted an idol-style marketing approach, succeeding through appearances, while the Rabbit race have thrived with their dexterity in the textile industry.

On the other hand, those races limited to laborious work will undoubtedly be dissatisfied, like the main combat races of the past—the Tiger, Lion, and Leopard Races. Their previous treatment far exceeded that of the aforementioned races, and their level of importance cannot be replaced by other beings. After entering Luo Luo's divine realm, they are relegated to labourers, which has undoubtedly sown seeds of discontent within them.

In fact, with the entire divine realm transitioning toward mechanization, the social viability of manual labour continues to be squeezed. Although many industries still require labour, they increasingly seek faster, more convenient, and higher-yield labour—essentially, using machinery for production and transportation.

Labour positions, being the least technical, face the risk of being phased out, and this trend is becoming increasingly evident. Thus, those races that can only sell their labour are in a state of anxiety; they urgently need an industry to establish themselves.

The Eagle race, however, need not worry, for they are the only flying race in the divine realm, giving them a significant advantage. While divine technology has already developed helicopters, fighter jets, and various aerial combat equipment, the Eagle race still excel in agility. Luo Luo has prepared them to lead these aerial units, ensuring quick decision-making in emergencies.

The Tiger race plan to establish gyms or martial arts schools in the divine realm, using their powerful melee capabilities and developed muscles to help strengthen the citizens and impart advanced martial arts to enhance their abilities.

The Lion race, having lost their magical powers, also fall behind the Tiger race in physical strength, making their path less clear. However, some Lion folk are still engaged in various businesses such as general merchandise, transport, and bathing services.

The Leopard race boast unmatched speed, which is indisputable. Therefore, some of them have been selected for the Security Department, primarily to pursue and investigate illegal activities and heretical behaviours.

Now, the most critical race is the Gnoll Race; their racial characteristics do not suit the current comfortable life of the divine realm. Furthermore, their relatively unattractive appearance makes it difficult for them to integrate into the normal life of the divine realm.

Luo Luo could not think of any good solutions; ultimately, it was Tie Yi who decided to integrate the Gnoll Race into the War Department as a supplement to the battle robots, training them in urban combat, especially in street warfare tactics and strategies. Robots are currently weaker in this area; after all, they are still only at LV1 and LV2. They are not particularly agile in confined spaces. This weakness has not yet manifested but must be addressed for future needs, preparing for specialized operations.

Not only the Gnolls, but Tie Yi also suggested recruiting citizens from various races into the War Department.
