Chapter 12 - 12. First Five-Year Plan

Watching Uchiha Yagami casually leave, the contacts from various clans could only sigh helplessly. It was clear that he didn't care about these mundane issues—what could they do?

Could they force him to care? This was the Uchiha, after all! That night, Yagami didn't hold back, activating his Three Tomoe Sharingan and nearly glaring down the Third Hokage.

It's hard to push against someone like him, who's pressuring who isn't so certain! Uchiha Yagami was a Jōnin—a Uchiha Jōnin, no less—far beyond an average Jōnin.

But as for the complaints, they had no idea how to handle them. They couldn't mimic the Uchiha by suspending operations for reflection!

Not to mention that their clans wouldn't agree, and it would leave the Third Hokage with no explanation. They were brought in to compensate for the Uchiha's absence in maintaining village security.

If they quit in less than a day, imagine the reception from the Third Hokage…

Thus, although the police department was functioning, its enforcement was nowhere near as effective as when the Uchiha were in charge.

While Uchiha enforcement might have been rough, it at least yielded visible results. Now, the police department faces complaints of both violent enforcement and unresolved cases.

Yagami, as captain, showed no concern at all, leaving the other police department members floundering…

The Uchiha watched this unfold with satisfaction, refraining from taunting these clans; their pride wouldn't allow them to stoop to such things.

Meanwhile, with the police department in disarray, the clan could move forward with their own plans.

Following the main agenda set by Yagami at the clan meeting—"Uchiha's First Five-Year Plan"—they were only a step away from distancing themselves from Konoha's authority.

The next step was achieving economic independence from Konoha. By reducing the village's economic hold over them, the Uchiha could lessen Konoha's influence, making it harder for the village to mobilize Uchiha members at will.

After all, if they weren't dependent on the village for sustenance or support and were still mistrusted, why should they follow orders?

With the three ninja wars just concluded, all villages, including Konoha, were in recovery mode. Konoha couldn't afford an internal conflict right now, as seen in the aftermath of the Shisui incident.

Therefore, as long as the Uchiha avoided direct confrontation, they could quietly follow village protocol while remaining self-directed.

If push came to shove, they could show their strength to ensure compliance, but they would be unwilling to yield on their independence.

The Uchiha, a wealthy clan, was already largely self-sufficient, so achieving economic independence wasn't difficult. Their goal was to optimize existing industries and expand to external markets.

They would maintain basic operations within the village and establish a broader trade network across the ninja world.

Since stepping down as captain of the police department, Fugaku has been busy with these initiatives. As the clan head with extensive connections, he could facilitate the business handover.

Ordinary Uchiha clan members would manage most of the general business activities. Those without ninjutsu talent or hopes of unlocking the Sharingan typically handled clan support. To aid them, Yagami introduced familiar business strategies from his past life.

He wasn't sure if these strategies would actually work. After all, he wasn't a true businessman. However, there were clan members with business acumen, and if he provided them with something, they could develop a model that suited the ninja world—that was their responsibility.

Fugaku didn't let the recalled police ninjas sit idle, either. Following Yagami's plan, he established a security company. The first contract was signed with the daimyo of the Land of Fire.

While there are unspoken rules in the ninja world—no matter the conflicts between villages and nations, the daimyo remains untouchable—a daimyo's entourage would certainly look more impressive guarded by Uchiha with their distinctive Sharingan than by ordinary guards.

The Uchiha clan, now renowned as the strongest shinobi clan, carried a name that commanded respect.

With the daimyo as their client, many Uchiha ninjas could leave the village openly, leaving Hokage with little room to argue. If the Hokage attempted to interfere, it could upset the daimyo, potentially threatening Konoha's funding—a costly gamble.

Consider Sunagakure's situation: the daimyo of the Land of Wind cut Sand Village's funding by three-quarters after becoming frustrated with their repeated losses, forcing the Kazekage to gather funds through Magnet Release gold mining in the desert…

In terms of security contracts, Yagami advised Fugaku to avoid daimyos from other lands, keeping the business exclusive to the Fire Daimyo to avoid provoking other villages.

The security company was thus positioned more as a professional guard service with high employment standards due to the allure of the Sharingan in the ninja world.

This company wasn't solely for profit; it aimed to solidify ties with the daimyo and to keep clan members occupied, preventing restlessness.

As for accepting missions from the village—that was out of the question! Who knew if the higher-ups might set traps within those missions? For the clan's safety, it was better not to take them.

"System! Why so quiet, you good-for-nothing? How long has it been with no missions at all? What use are you?"

After adapting to his rapidly growing strength, Yagami decided to investigate his system. If it weren't for his Mangekyō, he would've doubted if the system even existed.

Yagami: …

Good grief! Was the system still working? It really had gone silent until he checked in on it!

Yagami was genuinely at a loss. Was this system too humble? Could it be discouraged? That didn't seem possible.

Though he had gained an advantage through his reincarnation, training diligently, the system was still vital to him, after all…

Realistically, while Yagami knew his strength was considerable, it wasn't yet extraordinary. Even with his bloodline, achieving the Mangekyō had solidified him as Kage-level.

His ninjutsu repertoire was robust, and the Mangekyō had elevated his power significantly.

Yet, his ocular power and chakra reserves were limited. Mangekyō also carried the risk of blindness, so currently, he'd only reached the pinnacle of a normal Uchiha's potential. At the upper limit, even the system couldn't exceed his inherent abilities.

Yagami wasn't underestimating himself; he'd simply already pushed his training to the peak, and beyond this, there was little left he could accomplish alone.
