Yagami was not particularly surprised that the Mangekyō Sharingan lacked a unique pupil-awakening technique. Compared with Eternal Sharingan, Normal Sharingan's abilities are indeed inferior in terms of special powers.

In the original story, both Lord Madara and Sasuke's Mangekyō have straight patterns. Setting aside Madara, Sasuke's unique pupil technique only manifested after awakening the Eternal Mangekyō, while Amaterasu was Itachi's pupil technique.

Of course, this doesn't mean Normal is lesser than Eternal. Yagami, who now possesses Normal Mangekyō, can clearly feel that Mangekyō brings more than just an increase in ocular power.

Both his physical and genjutsu skills have improved significantly, and without a doubt, his ninjutsu will grow stronger as well.

This can be referenced by Madara's performance in the Fourth Shinobi World War. A single Fire Style from Madara required a class of Water Style users just to hold it back. Clearly, Madara's Sharingan was not without powerful abilities, but the direct benefits were more self-enhancing.

"Yagami, the Clan head asked you to come see him."

A Uchiha shinobi appeared beside Yagami, speaking with a tone of slight respect.

Although he was older than Yagami, what Yagami had accomplished over the past two days while leading the family had already earned him a place in the hearts of every clansman.

Moreover, Yagami was already considered a prodigy within the family; he had awakened the Three Tomoe Sharingan at a young age, and his overall strength had already reached the level of a Jōnin.

"I understand. How is the situation outside?"

It had been several days since the incident with Shisui. He had been either subtly reshaping the family's outlook or strengthening his own power, showing no inclination to concern himself with outside affairs.

Yet he still speculated about the repercussions of Uchiha's abrupt withdrawal from the police force.

"Are there so many security issues?"

After hearing about Konoha's current state, Yagami was momentarily taken aback. Even if there were troubles within the police department, Konoha's law and order shouldn't deteriorate this drastically overnight, should it?

Or...

Yagami suspected that Danzo, lurking in the shadows, was stirring up trouble. Public security is obviously the police department's responsibility, and that department is Uchiha's domain.

Danzo likely wanted to create difficulties for Uchiha. Instigating chaos in the village was a simple yet effective method.

It's just that he probably hadn't anticipated that Root's actions would make the contrast more noticeable, inadvertently favouring Uchiha.

"Hahaha! Clan Head, you wouldn't believe how pleased the old man is today! In the past, merchants and villagers would come to the police department complaining about excessive force or lax enforcement.

Now, these villagers and merchants come asking about the police.

When will the people from the Police Department return to work? Those hopeful looks, tsk, tsk, tsk…"

As soon as he entered the patriarch's residence, Yagami heard the fifth elder's voice, brimming with pride.

"Hmph! Now they realize Uchiha's worth? And where were they before? Yagami was right; these people have gotten too accustomed to it!"

The Fourth Elder remarked disdainfully, but the transformation in the villagers' attitudes pleased him more than any direct confrontation with Konoha.

"That's exactly why I entrusted the position of captain to him. Over the years, the clan has accumulated many grievances. Yagami has found another way to allow the clan to release some of that pressure. Konoha is now feeling the presence of our Uchiha. He's truly clever!"

Fugaku nodded, a faint smile crossing his normally serious face.

"Clan head, if you say this in front of me, I'll be even happier. No need to say it behind my back."

As soon as he entered, Yagami heard the clan head praising him, and he quipped that such comments could be made to him directly more often.

"I called you here for some official matters, so take a seat."

Fugaku's smile faded as he nodded to Yagami, returning to a more serious expression.

"The Third Hokage left some shinobi in the conference room after today's high-level meeting. If nothing goes awry, they're likely selecting candidates for the police department. What do you think?"

Fugaku summarized recent developments, aware that the turbulent power in Yagami's eyes indicated he'd likely been adjusting to his Mangekyō and hadn't had much time to catch up on Konoha's affairs.

With Uchiha withdrawing from the police department, Danzo's Root continued to stir trouble, leaving Konoha's public safety in disarray.

Minor issues had been ignored, and only the Third Hokage's orders to Anbu prevented major conflicts from erupting. Daily questions were raised about the police department's operations, but each time, the requests were turned away, leaving the inquirers with no choice but to appeal to the Third Hokage.

Even he hadn't anticipated the extent of chaos that Uchiha's withdrawal would unleash. Reassigning new personnel to the police department wasn't something that could be arranged in a day or two, and while the Hyūga clan could technically fill Uchiha's void, their branch house system posed a significant obstacle. The Hokage couldn't freely mobilize branch house members, especially after Danzo's actions with the Byakugan had intensified their defences against him.

Thus, the Third Hokage was left with no choice but to pull from various clans. Otherwise, if he assigned Anbu to maintain village security on a regular basis, he'd find his duties as Hokage impeded.

"Any ideas? Whoever they assign, let them handle it. As for whether the villagers accept them, that's beyond our control. Law enforcement is rarely appreciated, so it's not just Uchiha who should feel it."

Yagami shrugged, noting that the police department was a responsibility they'd eventually be free of. It hardly mattered whom Konoha assigned, though he doubted they'd earn the villagers' trust.

It's undeniable that the Second Hokage harboured intentions against Uchiha, but even his decision to assign the clan to the police department was somewhat calculated.

Looking at all the shinobi in Konoha, Uchiha was indeed the most suitable for the police department due to its well-rounded capabilities. The Sharingan's enhanced perception enabled them to detect issues swiftly; their speed allowed them to reach conflict zones quickly, and their genjutsu was highly effective in subduing instigators instantly…

Yet, for some reason, the villagers seemed to ignore these merits selectively.

Perhaps the new police department recruits would initially win the villagers over, but with high expectations would come disappointment. Yagami could already envision the likely outcome.

Fugaku and the others shared his anticipation, and the Fifth Elder was secretly looking forward to other shinobi experiencing the thrill of handling daily complaints firsthand!
