As for technique users, they are seen as useless, mostly because technique is mostly for the body and parts of the body, they restructure the body part based on the technique being practiced.
For the record my clan technique was the strongest, so based on my speculation you are likely to meet mostly magicians, but if you should meet technique users, don't underestimate them, they can be dangerous, in fact don't underestimate anyone.

Then Laston said "it will take some time for me to get used to this kind of things" just after that statement the box opened.
