The crowd listened intently as Akai let a moment of silence pass before continuing.
"From today onward, I declare this land to be the Nation of the Sky. Our capital will bear the name Paradise City, and you, who live and work here, are the people of the Sky."
A tremendous cheer erupted, and Akai watched as the faces in the crowd lit up with joy. This was more than just the founding of a nation – it was the beginning of a new era.
"And," Akai continued, "as your leader, I hereby declare myself the first president of the Nation of the Sky. Together, we will build a just and strong society, a beacon for the entire world."

"Tashigi," Akai began, "you have stood by me faithfully over the past months. From today onward, you are officially my assistant. You will help me carry out our plans, not just here in the nation, but in the world beyond."
Tashigi gave a slight bow. "Thank you, Akai-sama. It is an honor to work by your side."
After officially appointing Tashigi as his assistant, Akai once again spread a large world map across the table. The Third World War was only three months old, and there were many opportunities he wanted to seize. His goal was to gain allies and use the chaos of the war to save those who had been betrayed or were lost.
"Tashigi," Akai said, pointing to various spots on the map, "in the coming months, we must proceed strategically. Pakura will soon be betrayed by her own country – I want to save her and bring her to our side. Kisame, lost in his own land, could be a valuable ally. And then there is the Uchiha Clan. I will not allow them to be destroyed. We must intervene before it's too late."
Tashigi nodded, also looking at the map. "What about the Akatsuki?" she asked. "They could pose a threat in the future."
"Not yet," Akai replied. "For now, they are a good organization. But we must protect Yahiko and Nagato from falling under the wrong influences. Especially Madara's eyes, which have great sway over Nagato. If we can steer them onto the right path, they will become valuable allies."
As Akai laid out his plans, he was suddenly interrupted by a familiar voice – the system had returned after three months of silence.
"Congratulations, Akai," the voice announced, "you have completed a hidden mission: the founding of a nation."
Akai smiled slightly as he received his rewards.
