How is a random executive a better villain than one of the strongest assassins in the verse who started an organization to fight the JAA?

A man with white hair and a black streak looked disappointed.
This man was none other than Uzuki's brother, Sei Asaki.
Currently, he is an executive of the JAA and a prominent figure who helps make decisions.
However, he has been conspiring against the JAA to become the next chairman, using everything in his power to achieve that goal.
Even if it means using his brother and kidnapping his friends.
To 'motivate' Uzuki, Sei ordered his men to kidnap one of his friends, Gaku, an extremely talented individual who will no doubt rival the Order if he can realize that talent.
Nearly all of the orphans of Al-Kamar would reach a higher-end assassin, but they couldn't become Order members, which is the purpose of the orphanage's creation.
Gaku is the only 'successful' trial out of the many failures.
Even Uzuki was lackluster compared to others... unless his potential was realized.
If this was a different timeline, he might've been able to reach that height, but unfortunately for him, an anomaly occurred.
However, for the time being, Sei had to deal with his failure of a brother.
The bloodied 13-year-old Gaku lay on the ground with an emotionless face. "Can I go home now?"
Sei ignored him as he was deep in thought. 'Where did Kei go? If he didn't kill them, something happened to him.'
He had threatened to kill everyone in the orphanage, but even so, it would be a complete waste to kill them.
Sei knew Uzuki's emotional attachment to Gaku and the orphanage. He was positive that Uzuki would follow through, but Uzuki did not respond for the past few days.
*knock*
*knock*
Sei narrowed his eyes as he turned to the door. "What?"
He was too busy figuring out how to change his plans so he could get into the chairman's position without Uzuki.
While Sei treated Uzuki like shit, he was an important piece to his plans, given that he was able to infiltrate the JAA.
It opened to an average-looking man in a suit. "I have a report on the whereabouts of Kei Uzuki."
A scowl appeared on Sei's face. "Where the fuck is he?"
The man reached into his suit and pulled out a sheet of paper. Without saying another word, he handed it to Sei.
His eyes widened as he read the sheet until he reached the end of the document.
...
*BANG*
...
Sei pulled out a pistol and shot the man in the face.
*boof*
The man fell over, dead.
Gaku spoke up from the floor. "Cliche much?"
Once again, he ignored Gaku since he had figured out what had happened to Uzuki.
He was found on the side of a road with a bullet hole in the side of his head, through his temples.
Someone probably found out that Uzuki was a traitor.
Someone most likely knew Sei was conspiring against the JAA's chairman.
Someone was a threat.
He couldn't help but think to himself. 'I'll have to look into who did this to him. In the best-case scenario, they aren't aware of my involvement, but that's wishful thinking.'
Sei hadn't started sweating from nervousness in a long time. "Shit, this is annoying."
It didn't take long for him to turn back to normal.
He glanced down at the bloodied Gaku.
A small smile appeared on Sei's face. "This could work."
Gaku noticed Sei's look and narrowed his eyes. "What do you want?"
Sei smirked. "You're going to be Uzuki's replacement."
Gaku's face darkened. "What do you mean, replacement?"
With a nonchalant expression, Sei spoke. "Uzuki is dead."
...
Gaku blinked. "Huh?"
...
Sei's smile only widened. "Someone is responsible for killing Uzuki, and now, you are going to help me. Although I have other measures in place, I will need another person for infiltration."
Gaku froze, uncaring about Sei's last comment. "Who was it?"
He was never one to care much. He was nonchalant about almost everything except for the people in the orphanage. The people he grew up with.
His family.
Sei pulled out his phone, knowing Gaku was interested. "I'm still looking into it, but I'll make a deal with you."
Gaku was conflicted. On one hand, he would be working with the man who kidnapped him and threatened Uzuki. On the other hand, he could kill whoever took away his family member.
After staying silent for a moment, Gaku spoke. "I'll help you, but in exchange, you will free everyone in the orphanage."
*BAM*
Sei kicked him in the stomach. "Who do you think you're ordering around, brat?"
It was everyone's dream to be separated from Sei since everyone in the orphanage was forced to undergo torturous training to become strong assassins.
He had a small smile. "I'll consider it if you help me kill the chairman of the JAA."
For the first time in a while, Gaku showed hatred on his face.
Sei waved it off. "Don't worry, I'll send Kumanomi and Haruma with you."
Kumanomi and Haruma, while not as talented as Gaku, were still strong assassins for their age. All three were already far beyond what could be considered an ordinary assassin.
Gaku relaxed a little but showed a defeated expression. "Fine."
Sei huffed a laugh. "It's not like you had a choice."
With that declaration, Sei thought to himself. 'Hmm, I should talk to Shino to see updates on Satoru. If he knows, that will be problematic. Although, I can always frame a conspiracy on him if it comes down to it.'
Everything wasn't going according to plan, and he had no idea who the hell was screwing it up.
Whenever he finds out who has been interfering in his plans, he'll make that person suffer.
