In the village of Konoha, a crucial meeting is taking place in the Konoha council chamber in the aftermath of a devastating disaster. At this moment, Hiruzen Sarutobi declares, "I will reassume the position of Hokage." There are no objections. They all recognize that Hiruzen Sarutobi, the god of shinobi, is the only one suitable for the job.
Addressing another issue, we have sealed the Nine-Tails in an Uchiha boy. The civilian council is outraged. "But Hokage-sama, we should eliminate the child to rid ourselves of the demon fox," insists a member of the civilian council. Hiruzen then states, "No, we will not kill this child. Instead, he will live in the Uchiha compound where he will be safe, and that is final."
Before we adjourn, Hiruzen warns that no one is to tell the boy about the Nine-Tails, or there will be severe consequences. While all the clan leaders and civilian council exit the council room, one elder stays behind to talk to Hiruzen. A man with bandages covering his arm and eyes starts speaking: "I do not trust those Uchiha. They may try to use the Nine-Tails against the village. Why don't you let me train the Nine-Tails, Hiruzen? I can make him loyal to the village." Hiruzen, with a stern face, says, "I will not let you turn Minato's son into an emotionless, cold-blooded killer. He will not be loyal to the village, no, he will be loyal to you."
Danzo then starts walking out, but before he leaves, he warns Hiruzen that the Uchiha can't be trusted with this much power. Hiruzen then sits and ponders what to do about the Uchiha since he saw with his own eyes that the Nine-Tails were under the control of the Sharingan, but if he listened to Danzo and did not give them the jinchuriki, then they might rebel, which means the village will be vulnerable to attack from other villages, especially since the Third Great Shinobi War just ended and they have not had time to recover yet.
Hiruzen then thinks of the legendary Sannin and how most of them are out of the village. Jiraiya is currently running his spy organization, Tsunade is gambling her life away, and Orochimaru has been acting suspiciously lately. Then Hiruzen thought of a temporary solution: he would move the Uchiha compound to the outskirts of Konoha, right near L block and swing set street, the worst hoods of Konoha. L block is known for its instigation tactics and use of racism to instigate people into crashing out.
"But now he will have to wait and see if everything works out or not. If it doesn't work out, then the village will be in big trouble. He will most likely have ANBU watching over the Uchiha compound, just in case they try to pull a fast one on the village." Hiruzen then gets back to doing his paperwork.
