Chapter 17 - RA 14: National Energy Conservation and Regulation Act

Section 1. Title

This Act shall be known as the "National Energy Conservation and Regulation Act."

Section 2. Implementation of Energy Monitoring Systems

All households must install government-authorized smart meters to monitor energy consumption. These systems should be connected to a central database and subjected to regular auditing to ensure accuracy and compliance with established regulations. All energy consumption shall be recorded and verified to ensure that household energy use does not exceed established limits.

Section 3. Responsibility for Energy Monitoring

The monitoring and enforcement of energy usage regulations shall be handled by a government-appointed authority. This body will be responsible for issuing fines and taking other appropriate actions based on the data collected from the energy monitoring systems.

Section 4. Penalties for Non-Compliance

Any household found to exceed its allocated energy consumption limit will be subject to the following penalties: a first offense will result in a fine of $50,000, a second offense will result in a fine of $100,000, and ongoing violations will result in an automatic utility lockout.

Section 5. Exemptions from Regulation

Certain essential services shall be exempt from the energy monitoring regulations, such as hospitals, emergency services, and other vital public institutions. This shall be clearly defined and established by the government-appointed energy monitoring authority.

Section 6. Final Provisions

This Act shall replace and repeal all existing provisions related to energy regulation and enforcement, and shall come into force on a date established by the appropriate authorities. All other provisions and regulations that are not in line with this Act shall be deemed invalid and null and void.

Section 7. Coming into Force

This Act shall come into force on a date to be established by the appropriate authorities. The government-appointed energy monitoring authority will determine the exact timelines for implementation and enforcement of the new regulations.

Section 8. Effectivity

This Act shall take effect immediately after its approval.
