On the second level of Four Emperors, there stood a hall specially constructed for political discussions, a creation of Arthur. Whenever there were political matters or orders to be conveyed, this hall served as the communication hub. Otherwise, Arthur could be found either cultivating or on the highest cloud island.

At present, numerous individuals had gathered in this discussion hall, awaiting Arthur's arrival. Those with higher status in the Angel Kingdom had come voluntarily upon learning of Arthur's return. They understood that after a year's absence, Arthur must have important announcements to make.

Above the throne in the main hall, a bolt of lightning materialized out of nowhere, coalescing into the form of Arthur.

Upon seeing this youthful god again after a year, everyone felt a sense of strangeness.

Among the crowd, Enel and others occupied their designated spots, turning their attention to Arthur as he appeared on the throne. They had all returned about a month ago, propelled by ocean currents. Had Arthur not instructed them to set sail when the ship escaped the currents, they might have remained unseen. Accompanying them were the descendants of Mont Blanc Noland.

As they beheld Arthur, they sensed a subtle yet potent aura, marking a notable change in him.

Those winged feet... what was happening? They seemed unusually large, tucked away behind him...

Several individuals were taken aback by this revelation, and gradually, everyone in the hall became aware of it.

Gang Cole, in his role as consul, prepared to inquire once he was certain of what he had observed.

"Presumably, you've all noticed as well," Arthur began before Gang Cole could speak.

"My wings have evolved!" Arthur announced, rising from the throne and spreading wings over a meter long behind him.

Shock and confusion filled everyone's eyes; they couldn't comprehend what had occurred.

The wings of Sky Island residents had never changed, always measuring less than fifty centimeters and serving as mere adornments without any practical use.

"In my first year away, two crucial developments have taken place! Hence, the upcoming two years will require adjustments to our previous plans!" Arthur declared, folding his wings and settling back onto the throne.

"The first priority is crucial for my angelic kin! It involves the active evolution of wings until we achieve flight." With that, Arthur revealed a peculiar plant.

This plant resembled a bent dandelion with a transparent bubble akin to the letter "Q" instead of a fluffy seed ball.

"This plant is called IQ grass. It has the ability to evolve according to the environment and the deepest desires within my heart. By consuming IQ grass and nurturing it with our intentions to develop wings, we can take control, prompting our wings to evolve proactively," Arthur explained.

His words left the hall's occupants shocked and filled with awe. To have the ability to evolve one's wings and achieve flight—this was the essence of being an angel, wasn't it?

Prior to this revelation, such possibilities were unimaginable to them. Now, with the chance to evolve their wings, their eyes gleamed with hope and anticipation.

Among them, Enel's eyes were the most eager. Despite being born on Sky Island as a pure Sky Islander, the absence of wings had always weighed heavily on his heart. Could consuming IQ grass grant him a pair of wings as well?

Gang Cole, in his role as Arthur's appointed consul, immediately recognized the significance of IQ grass and spoke up.

"God, this IQ grass, if not shared with everyone, would undoubtedly bring immense joy to all," he remarked.

"No!" Arthur's response was firm.

"Why?" Suspicion tinged everyone's voices.

Arthur clarified, "IQ grass can only flourish on the island I brought back, making its supply limited. I intend to prioritize its distribution among government personnel, especially the military!"

"I will prioritize supplying the elite training camps that have passed the evaluations, as well as the graduates. Those who excel among them will be the first to receive supplies," Arthur announced. 

"For other citizens, they will receive supplies only after the above-mentioned groups are taken care of. However, their allocation will be lesser in quantity and frequency, with longer intervals between supplies."

His explanation clarified the distribution plan. Given the limited availability of IQ grass, it was indeed impractical to supply the entire Angel Kingdom at once.

Presently, the Angel Kingdom had grown significantly from four years ago when Bika and Jaya combined had less than 1.5 million inhabitants. With the addition of seven more islands, the total population had reached 6.3 million, making widespread supply unfeasible.

"This marks the first crucial matter. Now, what is the second priority?" everyone in the hall turned their attention to Arthur, eager to hear what else he had to share.
