After outlining plans for the next two years and teaching Armament Haki to a dozen individuals, including Urouge, Enel, and Webber, Arthur presented the fried fruit obtained from Crocodile.
After deliberations, Enel consumed the Devil Fruit. Concerning his wish to grow wings, Arthur was unsure whether to dissuade him.
Following the Devil Fruit consumption, Arthur likely guided Enel on how to develop his newfound abilities. Enel brainstormed various ideas, such as using the fried fruit's powers for flight by stabilizing body balance and continuously emitting bursts from the soles of the feet, akin to Moonwalk.

Karoo Island, situated near the Calm Belt on the East Blue Sea side, didn't naturally form there. It was relocated and expanded using artificial island clouds, a history shared by many islands.
Following Jessica's guidance, Arthur ensured Karoo Island's base was elevated one meter above sea level, maintaining a distinct separation from the sea.
Due to their composition of clouds, sky islands are significantly lighter than those with earth-rock structures. Additionally, half a year after consuming the fruit, Jessica had grown considerably in strength. This time, Arthur orchestrated the relocation of seven islands simultaneously.
Apart from Karoo Island, the six other islands included Heart Cloud Island and Sicily Island all relocated by Jessica's power.
It took about half a month to position these seven islands within a thousand kilometers of Raijin Island, resulting in a sparse distribution, albeit slightly improved from before.
Arthur's consideration in this process was evident. After the islands were secured, Arthur's wings were nearing flight capability.
