Chapter 26 - Meeting with the Enemy

He never got to Marineford.

Galan was standing in front of 5 old men, holding a salute with a submissive smile as they looked at him, discussing amongst themselves. An Old man with a bald head, holding a sword, suddenly said "Admiral Galan, the Black Raven… What do you have to say about these recent events?"

Galan replied firmly, "Filth being cleansed, sir." the elders looked at each other before another elder with a goatee asked "You were responsible for the tactics used against Rocks, correct?" Galan nodded, "That is correct, sir."

The man nodded and questioned "Therefore you chose to ally yourself with the Roger Pirates? What was the reasoning for this decision?" Galan replied simply "The reasoning was based on taking advantage of the terrain, sir. I found it difficult for our force to take Roger and Rocks at the same time, therefore I chose to allow Roger to work with us in tandem. For the safety and success of the mission, I felt that there was no other option at the time. Unfortunately, Roger escaped and continued to commit crimes before we could eliminate him."

The Elders nodded and muttered to each other before the one with the sword spoke again, "The enemy of my enemy is my friend. It's sound logic, Admiral. However you failed to capitalize on the opportunity to eliminate them all." Galan said slowly "I was out of commission during a clash with Kaido, therefore I had no opportunity, sir."

The Old man with a hat and cane, nodded, "We know of this. Kaido, Charlotte Linlin, Edward Newgate, and Shiki had escaped during the chaos, as well as Roger after the fact. However, we have intel that you were brought to the medic team by Edward Newgate."

Galan shook his head and replied "I have no knowledge of this, sir. If I was, I wasn't told." The Elders looked at him before the one with the goatee changed the topic "Explain what happened on Baterilla."

Galan let out a frustrated breath, replying "When we arrived at Baterilla, there were scattered citizens. As instructed we purged the island and forced evidence of a pirate invasion, however, unfortunately, a troop of Cipher Pol agents were caught in a trap set by the Revolutionary Army." The Elders frowned and spoke amongst themselves, "This is becoming a problem, we need to strangle this threat."

"I too find this issue becoming a problem."

"The problem is we don't know where they are."

"They are also growing at an alarming rate. If we don't find them now, it will only become harder in the future!"

They fell silent at that and frowned, turning to Galan, who was still saluting. They looked at Galan and said "Admiral, can we trust you with this?" Galan blinked and asked "This? Sir?" The Elder with the cane explained "As we recall, Dragon is the man responsible for the Revolutionary Army and you were also nearly killed by him as he escaped. We want you to find him and bring him to us."

Galan gave them a firm look and declared "Understood. I will."

A few weeks later

Galan was sitting in his office and coated the walls with his Conqueror's Haki, he had used it enough by this point to make it nigh invisible, scattering any Observation Haki of any kind.

He spoke into a snail, "They want me to find you, Dragon." Dragon snorted in amusement, "Ironic." Galan frowned, "Problematic. Prepare to move your base and I'll report it in." Dragon sighed and asked "Is this really necessary?" Galan tilted his head and replied, "Most likely. It comes down to a test. This is them testing me, if I don't find anything then they'll get suspicious. If I find it too fast, they'll think that it may be collusion. It has to be a bit long but not too long and there has to be something of value in it…"

Galan paused and turned to his book, asking "What can you give up at the moment?" Dragon frowned and muttered "We were going to take Tequila Wolf in a year or so. I guess it can be postponed… But if you bring them to an empty base then it would be suspicious." Galan wrote in his book, replying "That's why you're going to brainwash a group of pirates and leave them there with plans of going to Tequila Wolf. When I bust the place, Cipher Pol will bring them for torture and information. Get the worst of the worst and turn them into Revolutionaries."

Dragon frowned and retorted "But they would break eventually." Galan tapped on the book with his pen for a moment, before replying "That's fine. It will show them that you don't have a specific base. You left decoys to fool the Marines and the World Government, this gives you an edge. Plus, they'll figure that you drift around from base to base, not something that one Admiral can find."

He frowned and added "As for the Pirates, this is even better. When they break, it calls into question all the information they gathered from them so far. Which would allow you to abandon the Tequila Wolf project." Dragon muttered "Then every Revolutionary they catch from here on out is called into question. Hmm. Plus they don't have a grasp on who can and cannot be Revolutionaries! They'll feel cornered on all sides! Excellent! Alright, how long do I have?"

Galan looked through a calendar, replying simply, "7-9 months." Dragon confirmed "Alright." Galan looked at his notebook, flipping a few pages, adding "Also, I would start moving on O'Hara." Dragon paused and muttered "O'Hara?" Galan read his notes and explained "The Archaeologists are digging into Poneglyphs according to Shakuyaku's sources. It's only a matter of time before they stumble upon something they aren't supposed to see and the World Government erases O'Hara off the map."

Dragon fell silent and Galan added, "I would make moves on them, start keeping tabs. They can prove useful later, give them a new place to live. I estimate within 1-2 years O'Hara will be gone. Whether there's people there or not, this isn't something I can stop, Dragon. These people's lives are in your hands." Dragon's face was ugly as he replied "I'll see what I can do, I've been there before. They aren't the type of people to move…"

Galan frowned and muttered "Their Tree of Knowledge is sacred to them… It's a slim chance, but a chance nonetheless. Get to them, see if you can recruit a few. Manipulate them, blackmail them, threaten them, it doesn't matter. As long as they're not on the island anymore." Dragon sighed and replied "I understand."

Galan nodded and said "That's all. Godspeed." Dragon chuckled, "For a man who doesn't believe in God, it's ironic." before hanging up. Galan snorted and put away the snails before wiping his face with his leather gloves.

He got up and left the office, leaving the building.

He walked on the streets, going home but he bumped into a young woman! She looked up and shook a fist, shouting "Damn bastard! Watch where you're goin'! Damn! Everyone's so rude here!" Galan looked down at the girl, she had a nearly entirely shaved head, only a few spots that weren't along with a ponytail, notably her hair was maroon.

Galan looked at her and smiled "And who the fuck are you?" The girl pointed at Galan's nose saying "Bell-mere! And don't you forget it, bub!" Galan gave her an amused look and grabbed her wrist, moving her pointer finger to his epaulets.

Bell-mere said angrily "You-" before freezing and patting Galan's chest, dusting him off with a flattering smile, a cigarette hanging at the corner of her lips, "Hehe~ Admiral! Haha! Just playin' around! Hehe~ Don't mind little ol' me~ Aha…" before running off quickly.

Galan watched her go and shook his head, going to his house.
