The more Gabriel appeared before people, the more the success of Steam would be related to him. This way, Gabriel would be the target of the enemy.
She did not feel guilty using him as her shroud; at best, the people targeting him would want to pull him from Steam to their company. ABM would try to use him as a spy so no danger would come to him.
But Emily had to come to the launch to give Samuel a face. Moreover, people would feel that Steam launch was all because of Samuel.
