"WS agents can do anything" isn't just a catchy logo. But no matter how strong one individually might be, they need power, power of the society. WS is a shadow organization that barely anyone knows about, so it's a bit hard to ask for the people's cooperation and assistance.
For this purpose, code numbers were assigned to the agents. These codes, combined with the fingerprints of all five fingers of one hand, can do nothing short of a miracle.
On lower levels, WS agents have a dedicated hotline that has signals everywhere in this world. To explain how much authority a WS agent is given, let's take this example.
Say the agent has to free a prisoner. Let's say the criminal is in a local jail cell. Here the hotline is sufficient. It doesn't matter if the criminal was sentenced for life or was on a death row, he will be freed in less than half an hour, no questions asked.
But suppose the WS agent has to free the prisoner from the ADX Florence. The renowned American prison. Here the hotline alone isn't sufficient enough.
Even though he still only needs a phone, the level of authority he needs is the highest. For this, he will have to say his code number and get all his finger scanned by placing it on the phone.
The prisoner will be released in ten minutes, no question asked. This is called "Absolute Authority." You can do just about anything when you use it. Want a billion dollars immediately, no problem. Want to go to the moon, easy. Want to gain access to nuclear missiles, just say so. You get the point.
And the rare event that you do not have access to a smartphone, which might be impossible in this and age, *Just steal one,* all places where "Absolute Authority" might be used have a particular machine with a scanner. The sites which have such devices have been told to give complete control to the person who made the machine display "Access authorized."
However, hardly anybody has ever existed who has been given immense power and still remained sane. To prevent WS agents from losing their humanity and not abusing their great powers, they are only allowed to use "Absolute Authority" twice per mission.
Also, the second time they use it, the objectives of the mission must be achieved within 24 hours. Failure to do so will result in having them being removed, and a new agent will be assigned to the task. Though they can use "Absolute Authority" twice per mission, they can use the hotline anytime they want, depending on the level of authority they require.
The mission Jason was assigned to was to gather intel on the superhuman program of Jira and to capture one person who worked in it.
Jason had completed his first objective by giving the tiny amount of the transformation drug Hikaru used and securing the superhuman 'Alex.' However, he failed to achieve his second objective; To capture one person who worked in the program.
Since Dr. Watson had killed everyone who worked in the program by blowing up the facility, there was no one left alive who worked on the program except himself, and Jason failed to capture him.
Jason had used his first 'Absolute Authority' by getting the Japanese WS branch to directly aid him. Missions are usually assigned to individuals. Hardly the same purpose is given to more than one person at the same time.
People outside the mission are forbidden to help directly. Jason had to use his "Absolute Authority." It was a wise decision as the Japanese WS branch helped him several times, and it seemed like Jason would seem he would not have to use his second.
Nevertheless, he was forced to use his second one by having the entire school rebuilt overnight and having everyone's memory altered of the incident.
Jason was granted an excuse since he did collect a lot of intel, secured the superhuman, and removed an innocent person, Hikaru, from Jira. But someone had rejected his application, which was just about to finish.
