Ryo sat at the grand round table inside the council chamber, his eyes scanning the massive map spread before him. The leaders of the Vampire, Dragon, Elf, Demon, Dwarf, and other prominent nations sat alongside him, their ministers standing attentively behind them. His fiancées, each a princess of their respective lands, stood by his side, offering their insights as well.

The discussion revolved around one of the most ambitious projects in history—a railway network that would connect all the major nations, ensuring swift and secure transportation of goods, military forces, and people. Ai and Ryo's assisted in calculating logistics and providing detailed projections for each proposal.

"First, we must determine the safest and most efficient routes," Ryo began, his fingers tracing potential paths across the map. "We need to consider the terrain, natural obstacles, and any potential threats from monsters or hostile factions."

The Elf Queen, a regal woman piercing golden eyes, nodded. "Our forests are sacred, and we will not allow the rails to cut through our ancient groves. However, we can offer passage through the outer woodlands and establish a station near our capital."

The Dwarf Chieftain, a burly figure with a long braided beard, grunted. "Aye, tunnels through the mountains are a given for us. We've built underground passageways for centuries, so carving a path for the railway won't be too difficult. But we must reinforce them to withstand seismic activity and ensure ventilation."

The Demon Lord, with sharp gaze, leaned forward. "Our lands are vast, and many areas are barren wastelands. We can provide a straight, uninterrupted route through our domain. However, security must be prioritized. Bandits and rogue demons still roam certain territories."

The Dragon Emperor, his imposing presence casting a shadow over the table, spoke next. "Flight is our natural means of travel, but I acknowledge the importance of this railway system. The problem is the mountain ranges surrounding our kingdom. Either we construct tunnels or build bridges over the valleys. Both will require considerable resources."

The Vampire Lord, a tall man with pale skin and crimson eyes, smirked. "Night travel will be essential for my people. Our station should accommodate nocturnal passengers with appropriate facilities. As for the route, it should pass through the outskirts of our territory to avoid disturbing ancient resting grounds."

Ryo nodded as the Ai displayed marked for each proposed route. "We will construct elevated tracks where cutting through terrain isn't viable and reinforce tunnels with magic-infused materials. The Dwarves can assist with tunnel construction, and the Elves can provide enchanted wood for durability."

The ministers began scribbling notes as discussions progressed.

One of the human representatives, a seasoned strategist, raised a concern. "How do we ensure that none of the nations have control over the railway? If one kingdom dominates the network, it could lead to tensions."

Selena, Ryo's vampire fiancée, tapped the map. "A neutral railway authority must be established, composed of representatives from each nation. They will oversee operations and ensure fair usage."

Seyra, the Dragon Princess, nodded. "Ticket pricing, cargo restrictions, and station security should all be regulated to prevent conflicts."

The Elf Queen added, "And we must have magical defenses in place. An open railway is vulnerable to attacks from rogue factions. Enchantments can be placed along the tracks to repel threats."

The Demon Lord smirked. "I can provide demonic wards to ensure no unauthorized entity interferes with the network."

The Dwarf Chieftain let out a hearty laugh. "And we Dwarves will ensure the rails themselves are sturdy enough to withstand centuries of use!"

Ryo took in all their inputs, formulating the first phase of the plan. "The initial connections should focus on linking capitals and major trade hubs. We will then expand to connect smaller settlements. The first phase will include a route from the Human Kingdom to the Vampire Domain, then branching toward the Elven Forest and Dwarven Mountains. Simultaneously, another line will connect the Demon Territory and Dragon Empire. Once these are functional, we can proceed with cross-links."

Then Ai showed estimated timeline, and Ryo relayed it to the council. "If we allocate the necessary manpower and resources, construction can be completed within five years. Of course, this will require immense cooperation and funding from all involved parties."

The Vampire Lord leaned back in his chair. "Five years is acceptable. My nation will contribute funds and magical craftsmen."

The Dragon Emperor nodded. "We will provide enchanted steel and aerial support for overseeing construction."

The Elf Queen smiled. "Our enchanters will assist in fortifying the railway against natural deterioration."

The Demon Lord smirked. "Demonic wards will be placed at strategic locations to prevent sabotage."

The Dwarf Chieftain roared with laughter. "And my people will forge the strongest rails you've ever seen!"

Ryo smiled as he saw the enthusiasm of each leader. This railway system was not just a means of transport; it was a symbol of unity among the races. "Then it's settled. We will move forward with this plan. The neutral railway authority will be formed immediately to oversee the project."

The council members exchanged nods of agreement, sealing the decision.

The Elf Queen smiled warmly. "With your leadership, I doubt that will happen."
