Jiraiya and Tsunade thought they had watched Peter enough, so it was time for them to show up.

Peter turned to the two immediately after they stopped suppressing their presence. Peter saw that it was Jiraiya and Tsunade sighed in relief.
He thought it was Ame ninjas who had come across him. His luck had been pretty bad.

This time they could be used but now he had to check if it could be used to change the law of nature or not.

Jiraiya used his own blood to write the seal. Blood was a good conductor of chakra and if it was the user's own blood it would be even more effective.
