Gavin then ordered the natives to begin large-scale development on the island, cutting down trees and clearing land further inland. Thus began his full-scale transformation and reorganization of Shipbreaker Bay.
Over time, Gavin demonstrated a strong and unyielding leadership style in restructuring the pirates. With an exceedingly strict selection process, he weeded out all unqualified individuals without mercy.

That night, the sea wind howled outside a dilapidated wooden house, where several pirate captains had gathered.
A bearded, burly pirate captain plopped himself onto a chair and grumbled angrily, "This Gavin is too ruthless! Back when we followed the old boss, life was so much freer and easier! Now, we're under his control at every turn!"
Beside him, a one-eyed pirate nodded in agreement. "Exactly! We can't live like this anymore, we need to figure something out."
A tall, skinny pirate chimed in, "How about we seize a ship and escape? Leave this damned place behind!"
At this, a pirate with a scar on his face furrowed his brows and said, "That Gavin has all the ships tied together with ropes and stationed far from the harbor. We'd have to swim quite a distance just to reach them. Plus, the harbor defenses are tight, and those undead creatures under Gavin's command patrol day and night without rest. They're a real headache."
The pirate who suggested the escape sneered, "Hmph. I've been watching them. There are only eight of those monsters at the harbor, along with about twenty sailors. If we gather enough men and attack all at once, we can overwhelm them with sheer numbers. Besides, aren't there two merchant ships docked at the harbor? We can seize those first and then head for the ships further out. That way, we'll sail off with the three most valuable frigates. With the speed of those ships, they'll never catch us!"
Hearing this, the others' eyes lit up, and they began eagerly discussing the details.
"We need to assign the right people and act under cover of night."
"That's right. We must move swiftly and avoid drawing attention."
"We'll also need to arm ourselves, just in case."
As they conspired, no one noticed a pirate in the corner—a follower who had come along with one of the captains.
His eyes flickered, and his expression shifted unpredictably. He listened intently to their plan, silently calculating his next move.

The next day, Gavin was discussing matters with the overseer in charge of the slaves when Hassan suddenly entered in a rush, accompanied by a nervous-looking pirate.
The pirate immediately fell to his knees and said, "My lord, I have urgent news to report."
Gavin frowned slightly and said, "Speak."
The pirate, breathing heavily, said, "Several of the former captains are plotting to escape. They plan to seize the ships tomorrow night under the cover of darkness."
Gavin's eyes sharpened. He asked, "Why have you chosen to report this? Why didn't you join them?"
The pirate hurriedly explained, "My lord, I was captured by them and forced into this life of piracy. I've never wanted to live like this."
Gavin nodded and said, "Very well. I will reward your loyalty. Return to them and act as if nothing has happened. Keep an eye on their movements. Report any updates directly to Hassan. Once this is over, I will promote you to the captain."
The man was moved to tears upon hearing this and said gratefully, "Thank you, my lord. I promise to get it done."

The following night, a group of pirates quietly gathered.
"Is everything ready?" the burly captain with a face full of scars asked in a low voice.
"Almost," replied the one-eyed captain. "We've got over 200 men; we can take three sailing warships."
"Move quickly, and don't mess this up."
The group of pirates moved chaotically toward the harbor. Soon, they spotted only eight Blood Dragon Guards patrolling the area, with no one else in sight.
"Wait for my signal—charge together!" At the captain's command, the pirates swarmed forward, rushing toward the guards.
"Push through, don't hesitate!"
"For a moment, the sound of battle cries shattered the port's tranquility. However, the once invincible Blood Dragon Guards crumbled at the first clash."
One pirate thrust his sword into the heart of a Blood Dragon Guard, realizing that these opponents, once thought to be indestructible monsters, were just as mortal as anyone else, and fell lifeless to the ground.
Having dealt with the guards, the pirates quickly made their way to the docked ships. But upon arrival, they discovered that only a single merchant ship remained at the port.
"Damn it, what's going on?"
"Forget it! Get on board now!"
With no other choice, they hurriedly boarded the merchant ship and sailed away from the harbor as fast as they could.
By now, the commotion had alarmed the entire camp. Lights flared across the area, and countless figures surged toward the port like a tide.
Onboard the ship, the pirates worked frantically, untying ropes and hoisting sails. Just as the approaching torchlight reached the harbor, the merchant ship slowly pulled away from the shore.
However, as the ship left the dock, over a dozen Blood Dragon Guards suddenly emerged from the hold.
Without hesitation, they unleashed a brutal assault on the pirates, throwing the ship into chaos. One of the guards, with a single swing of his sword, severed the main mast.
Gavin took the longbow handed to him by a Blood Dragon Guard, nocked an arrow, and drew the string.
The flaming arrow shot through the air, striking the rear of the merchant ship and leaving a gaping hole. Water began pouring in rapidly, and the ship started tilting.
Helpless, the pirates were forced to abandon the ship, jumping into the water and swimming desperately toward other vessels anchored in the distance.
But suddenly, figures appeared on those ships. They began firing arrows at the pirates struggling in the water.
Many of the remaining pirates, now with no other options, turned back and swam toward the harbor. Upon reaching shore, they were mercilessly slaughtered by the Blood Dragon Guards, who had been waiting in formation.
Thus, the rebellion was decisively quelled.
A month later, after a thorough selection process and the suppression of the uprising, the once-numerous pirates had been reduced to fewer than 400.
Gavin carefully chose some strong, obedient individuals from among the captured sailors and local natives, ultimately forming a disciplined force of over 600 soldiers.
One day, as Gavin sat in the hall listening to Hassan's work report, a subordinate rushed in with urgent news: "My lord, Two pirate ships have passed through the channel and entered Shipbreaker Bay. They're preparing to dock."
