What Samuel had done might be considered as a foolish move by many people. But, Samuel had his own thoughts about this.
First of all, he understood that it was going to be impossible for him to be able to hide his power level all the time. In order for him to be able to develop, he would need to go out and earn money.
And all of this was definitely related to hunting monsters. And if he hunted monsters, he would need to reveal his current power level. He might as well go ahead and hunt for monsters by himself, where nobody would be able to see him.
But regardless of where he hunted the monsters, would he still not be required to come back to the city, and he would need to reveal his power level almost each and every time that he would be coming in and out of the city?
