Chapter 16 - Chapter 16: Academy Reforms and the Sannin's Return

The day finally arrived when Naruto and his classmates were to move into the newly established academy hostels. The reforms had sparked widespread speculation among students and parents alike. The concept of staying in academy hostels and being assigned to houses was entirely new, but it was met with curiosity and excitement.

Naruto, with his usual mischievous grin plastered across his face, approached the academy gates alongside other students. Parents bid their children goodbye, while teachers worked tirelessly to ensure the smooth implementation of the new system.

Once all the students had gathered, Iruka stood at the front, holding a clipboard. "Alright, everyone, listen up! You've been divided into houses based on your aptitude, personality, and future potential as shinobi. Each house will have its dormitory, and you'll share rooms with members of your house. This will promote teamwork, camaraderie, and healthy competition!"

The students whispered among themselves, excited and anxious.

"There are four houses," Iruka continued. "House Phoenix for those with strong leadership qualities, House Dragon for the fiercely determined, House Serpent for the cunning and resourceful, and House Tiger for the brave and relentless. Your assignments have been made with great care."

Naruto smirked. He already knew the system's influence behind these reforms but played along as an ordinary student.

*Room Assignments*

Iruka began calling out names.

"Naruto Uzumaki, Sasuke Uchiha, Hinata Hyuga, and Kiba Inuzuka—you're assigned to House Dragon. Report to dormitory 4C."

Naruto felt a surge of satisfaction. Sharing a room with Hinata and Sasuke? This was going to be interesting. He glanced at Hinata, who was blushing furiously, and then at Sasuke, who looked indifferent but slightly annoyed. Kiba, meanwhile, was grinning ear to ear.

"This is going to be fun!" Kiba said, patting Naruto on the back. Akamaru barked in agreement.

When they reached their dormitory, Naruto opened the door to find a modest yet comfortable room with four beds neatly arranged. Each bed had a small desk beside it, and the room was decorated in the fiery red and gold colors of House Dragon.

"This is... different," Sasuke muttered, sitting on the bed farthest from the door.

Hinata quietly chose the bed near the window, while Naruto plopped onto the bed next to Sasuke's.

"I call the top bunk!" Kiba shouted, climbing up the bunk bed on the other side of the room.

Naruto grinned. "Looks like we're stuck together for now, huh?"

Sasuke rolled his eyes. "Don't slow me down, dobe."

Naruto laughed inwardly. He knew Sasuke's harsh exterior hid his loneliness, but he wasn't about to let that stop him from having some fun.

*Arrival of the Sannin*

Meanwhile, in Konoha, chaos erupted in the Hokage Tower as Tsunade, Jiraiya, and Shizune stormed into Hiruzen's office.

"What is the meaning of this, sensei?" Tsunade shouted, slamming her fists on the desk. "You threatened to declare us missing-nin? Have you lost your mind?"

Jiraiya crossed his arms, his usually carefree demeanor replaced by an irritated scowl. "I thought you were better than this, old man. What's going on?"

Hiruzen sighed, but before he could respond, a young voice cut through the tension.

"It wasn't him," Naruto said, stepping into the room.

The Sannin turned toward the voice and froze. There, standing confidently, was a seven-year-old boy wearing a modified Hokage cloak over his academy uniform. The red and white of the Fifth Hokage's robes were slightly oversized but unmistakable.

"What... the hell is this?" Tsunade asked, stunned.

Jiraiya blinked, his jaw dropping. "You're kidding me. A kid?"

Shizune remained quiet, having already anticipated this moment.

Naruto crossed his arms and smirked. "Nope, not kidding. I'm the Fifth Hokage."

Tsunade's eyes narrowed. "What kind of joke is this, old man?" she asked Hiruzen, who simply sighed and gestured to Naruto.

"It's no joke," Hiruzen said solemnly. "Naruto is the one who issued the summons. He is the current Hokage."

Tsunade looked like she was about to explode. "A *child* as Hokage? Are you out of your mind? And you just went along with this, sensei?"

Naruto's expression darkened, and the room seemed to grow heavier. "Enough," he said, his voice calm but filled with authority.

The sudden shift in atmosphere silenced everyone.

"I may be young," Naruto continued, "but I've already proven myself. The council, the clans, and the ANBU stand behind me. I've taken steps to reform this village and ensure its survival. You, on the other hand, abandoned your responsibilities."

Tsunade flinched, her anger momentarily replaced by guilt.

"You're supposed to be one of the strongest shinobi in Konoha," Naruto said, addressing her directly. "But instead of staying to protect the village, you ran away. And now you have the audacity to question my leadership?"

Tsunade clenched her fists. "You don't know what I've been through, kid."

Naruto's gaze softened slightly. "You're right. I don't. But I do know that this village has been through hell, and it needs its strongest to stand and fight. If you're willing to return and do your part, I'll welcome you. If not..." He trailed off, his meaning clear.

Jiraiya rubbed the back of his neck, finally finding his voice. "Kid, you've got guts, I'll give you that. But do you really think you can handle all this? Being Hokage isn't a game."

Naruto met his gaze without flinching. "I know exactly what it means. And I'll do whatever it takes to protect this village."

There was a long silence before Jiraiya let out a sigh. "Well, guess I can't argue with that. You've got fire, kid. I'll stick around and see how this plays out."

Tsunade looked at Shizune, who gave her a small nod. Finally, she let out a frustrated sigh. "Fine. But I'm not calling you Hokage until you prove you're worthy of it."

Naruto smirked. "Fair enough. But don't worry—I'll prove it sooner than you think."

Naruto's Determination

As the meeting concluded, Naruto felt a sense of accomplishment. The sannin were back in Konoha, and while they didn't fully trust his leadership yet, he knew he would earn their respect in time.

For now, his focus was on the academy reforms and the plans he had set in motion to transform Konoha into a stronger, more united village.

With each step, Naruto knew he was getting closer to his ultimate goal: creating a world where no one would have to suffer as he once had.

*Chapter: The First Day of the New Academy*

The sun rose over Konoha, casting its warm glow over the newly reformed shinobi academy. The entire village buzzed with excitement and curiosity about the changes brought about by the new Hokage's reforms.

Naruto, dressed in his new academy uniform, entered the school grounds alongside the other students, blending in seamlessly as he played his role as a normal academy student. His keen eyes darted around, observing every detail—the reactions of his fellow students, the nervous energy, and the chatter about the reforms.

The New Uniforms and Academy Building*

The academy building had been completely revamped. Its once simple and traditional architecture was now replaced with a modern, grand structure featuring spacious classrooms, training grounds, a library, and dormitories. Each classroom was decorated in the colors of its corresponding house—Phoenix, Dragon, Serpent, and Tiger.

The uniforms were another significant change. Each student wore a crisp, black jacket with red accents and their house crest emblazoned on the chest. While the designs were sleek and practical.

"Wow, the academy looks amazing!" Kiba exclaimed, tugging at his jacket as he admired the building.

Hinata, walking quietly beside Naruto, nodded. "The uniforms are... nice," she murmured, though her eyes flicked nervously toward Naruto every few seconds.

Sasuke, ever the stoic, kept his thoughts to himself, though a faint smirk hinted at his approval of the upgrades.

Inside the building, the students gasped at the grandeur. The walls were lined with murals of legendary shinobi, and the house banners hung proudly from the ceiling. The classrooms were equipped with new training tools and comfortable seating, while the training grounds boasted state-of-the-art facilities.

Naruto observed everything silently, taking note of the students' reactions. Most were impressed, but a few grumbled about the sudden changes.

*The First Class*

The first class of the day was held in House Dragon's assigned classroom. Iruka entered, his usual warm smile on display, though even he seemed a bit awed by the new setting.

"Good morning, class," he greeted. "Welcome to the reformed shinobi academy. From today onward, things will be different. You'll be learning not only traditional shinobi skills but also new disciplines designed to make you stronger and more prepared for the world outside this village."

He gestured to a large chalkboard where the day's schedule was written, including subjects like "Tactics and Strategy," "Shinobi Ethics," and "Elemental Chakra Training."

Naruto sat at his desk, pretending to be just another curious student, but his mind was busy evaluating how smoothly the new system was running.

Clan Symbol Incident*

During a break between classes, Naruto's sharp eyes noticed a few students wearing their clan symbols on their jackets—Uchiha fans, Hyuga crests, and even an Aburame beetle insignia. He frowned. The new rules explicitly prohibited clan symbols within the academy to foster unity and avoid favoritism.

Taking advantage of the break, Naruto slipped away and called a trusted ANBU member. "Track the students with clan symbols and bring them to me later," he ordered. "They need to understand that rules apply to everyone, no exceptions."

That evening, after classes ended, the offending students were quietly summoned to a hidden meeting room within the academy. Naruto, still maintaining his cover as a student, observed from the shadows as the ANBU informed the students about the violation.

"You are expected to follow the academy's rules," the ANBU captain stated firmly. "The wearing of clan symbols is prohibited. Consider this your only warning."

The students nodded nervously, realizing they had crossed a line.

Naruto smirked. *Unity comes first. Clan pride can wait.*

*Tsunade and Jiraiya's Observation*

From a distance, Tsunade and Jiraiya observed the day's events. Standing on a nearby rooftop, they watched as students filed into the academy, the new system taking root.

"This is... different," Jiraiya admitted, scratching his head. "I mean, look at this place. It's like Naruto turned the academy into some kind of shinobi Hogwarts."

Tsunade crossed her arms, her sharp eyes scanning the building. "The kid's got ambition, I'll give him that. This place is impressive. But whether it'll actually produce stronger shinobi remains to be seen."

Jiraiya smirked. "You sound almost impressed."

Tsunade huffed. "Don't get ahead of yourself. I still think this is too much change, too fast. But... I have to admit, it's better than the mess we left behind."

Jiraiya nodded, watching as Naruto interacted with his classmates. "He's got a lot riding on his shoulders. If anyone can pull this off, it's him."

Tsunade glanced at Jiraiya, then back at the academy. "Let's hope you're right."

*Naruto's Thoughts*

As the day came to an end, Naruto returned to his dorm room with Sasuke, Hinata, and Kiba. While his classmates were busy chatting about their first impressions, Naruto lay on his bed, staring at the ceiling.

Step by step* he thought. *This is only the beginning. If I can get the academy running smoothly, I can start shaping the next generation of shinobi—my way.*

Hinata glanced at Naruto, her cheeks pink. "U-um, Naruto-kun, what do you think of the new academy?" she asked timidly.

Naruto turned his head and gave her a reassuring smile. "I think it's great. It's going to change everything for the better."

Hinata's heart raced at his confidence, while Sasuke rolled his eyes. "Don't get too excited, dobe. We still have to prove ourselves."

Naruto chuckled. "Yeah, yeah. Just try to keep up, Sasuke."

As the room settled into a comfortable silence, Naruto closed his eyes, his mind already planning the next steps to ensure his reforms succeeded.

This is just the first day. The real work starts now.*
