The council chamber was filled with murmurs as the various clan heads gathered, seated in a semicircle facing Naruto. Though still a child in appearance, the air of authority Naruto carried as the Fifth Hokage left no room for doubt. Hiruzen, seated nearby in an advisory capacity, observed the young Hokage with a mix of pride and apprehension.

Naruto sat at the head of the room, a calm yet commanding presence. His voice cut through the chatter like a blade.

"Before we begin discussing reforms, I want to address an issue I noticed in the academy." He paused, his gaze sweeping across the room, locking eyes with each clan head. "Some students have been wearing their clan symbols on their uniforms. This is a direct violation of the academy's rules."

The room went silent as the weight of his words sank in. Inoichi Yamanaka raised a hand hesitantly. "Hokage-sama, clan pride is important to us. It's a way of showing heritage and identity—"

Naruto interrupted, his tone firm. "Clan pride is important, but unity is more important. The academy is meant to teach teamwork and cooperation, not division. If students see themselves as separate from others because of their clan, it will breed arrogance and mistrust. That's not the future I want for this village."

Hiashi Hyuga frowned. "You're asking us to suppress centuries of tradition, Hokage-sama. This will not sit well with many families."

Naruto's eyes narrowed. "I'm not asking. This is an order. Consider this your only warning—any student caught displaying clan symbols in the academy will face consequences. The rules apply to everyone, regardless of status."

The tension in the room was palpable. Even those who didn't openly protest seemed uneasy. Hiruzen, though silent, gave Naruto a small nod of approval. The young Hokage was showing strength in the face of opposition, a crucial quality for a leader.

The Creation of the Health Division

Moving on from the academy issue, Naruto addressed his next reform.

"I'm creating a new department in Konoha," he announced. "The Health Division. Its purpose will be to oversee the well-being of every shinobi and civilian in the village. This includes managing the hospital, improving medical training, and ensuring that injured shinobi receive proper care."

He glanced toward Tsunade, who was sitting in senju seat at the meeting. "Tsunade Senju will head this division. Her expertise in medical ninjutsu is unmatched, and I trust she'll make this initiative a success."

Tsunade blinked in surprise, then quickly masked it with a smirk. "You've got guts, brat, I'll give you that. Fine, I'll take the position—but don't think I'll go easy on anyone slacking off."

The room murmured approval. Even the most skeptical clan heads couldn't deny the benefits of strengthening Konoha's healthcare system.

Summoning Hiashi Hyuga

Later that day, Naruto summoned Hiashi Hyuga to his office. Hiashi entered with his usual stoic demeanor, bowing respectfully. "Hokage-sama, you requested my presence?"

Naruto gestured for him to take a seat. "Yes, Hiashi. There's something important I want to discuss with you."

Hiashi sat, his expression unreadable. "I'm listening."

Naruto leaned forward, his blue eyes piercing. "I want the Hyuga clan to abolish the Caged Bird Seal."

Hiashi's eyes widened, a flicker of surprise breaking through his calm facade. "Hokage-sama, that is a Hyuga tradition. It's not something we can simply discard. The seal ensures the safety of the Byakugan and maintains order within the clan."

Naruto folded his arms. "It's not order. It's slavery. The Caged Bird Seal divides your clan and forces the branch members to live in fear. That's not something I can tolerate in my Konoha."

Hiashi's tone grew colder. "With all due respect, Hokage-sama, this is an internal matter of the Hyuga clan. If you intend to pressure us into changing our ways, you should know that the Hyuga are not afraid to leave the village."

Naruto's lips curled into a smirk. "Then leave."

Hiashi's eyes narrowed. "What?"

Naruto stood, his small frame radiating authority. "Go ahead. Leave Konoha. But let me remind you—within the walls of this village, the Hyuga are protected by one of the Five Great Shinobi Nations. If you leave, who will protect you? Do you think Kumo has forgotten the Byakugan? Do you think other nations won't hunt you down for your bloodline?"

Hiashi clenched his fists, but Naruto wasn't done.

"You can leave, but the moment you do, you'll be vulnerable. You know this, and so do I. The Hyuga clan has thrived here because of Konoha's strength. Don't mistake tradition for necessity. The Caged Bird Seal isn't what keeps your clan safe—it's the village."

Hiashi was silent for a long moment, his mind racing. Finally, he spoke, his tone measured. "You've given me much to consider, Hokage-sama. I will discuss this with the elders."

Naruto nodded. "Good. But know this—I won't wait forever. Change is coming, Hiashi, whether you like it or not."

Hiashi stood, bowing stiffly. "Understood."

Dragon's mask tilted slightly, a flicker of recognition in his body language. "Yes, Hokage-sama. Yukie Fujikaze is an actress, known for her roles in several high-profile films. However, I suspect that you're not asking about her because of her acting career."

Naruto nodded, leaning forward. "Correct. Her real name is Koyuki Kazahana, the rightful heir to the Land of Snow. She's been hiding under the guise of an actress ever since her uncle, Doto Kazahana, staged a coup and murdered her father."

Dragon stiffened. "I wasn't aware you knew about that, Hokage-sama."

Naruto smirked. "There's very little I don't know, Dragon. I want you to keep an eye on her. Make sure she's safe, but don't let her know she's being watched."

Dragon bowed. "Understood. I will assign a team to monitor her movements discreetly."

As Dragon disappeared in a swirl of leaves, Naruto leaned back in his chair, deep in thought. "Koyuki Kazahana... Let's see how long you can keep running."

Summoning Itachi and Shisui

Later that evening, Naruto summoned two of his most trusted operatives, Itachi Uchiha and Shisui Uchiha. The two shinobi appeared in his office silently, kneeling before him.

"You summoned us, Hokage-sama?" Itachi asked, his calm voice laced with curiosity.

Naruto nodded. "I have a mission for both of you. Your target is Doto Kazahana, the current ruler of the Land of Snow. He's a tyrant and a danger to his niece, Koyuki Kazahana. I need you to gather information on his activities, his allies, and his weaknesses. Do not engage unless absolutely necessary."

Shisui frowned. "Hokage-sama, if I may ask—what's your ultimate goal with this mission?"

Naruto's eyes glinted with determination. "To liberate Koyuki Kazahana and ensure the Land of Snow's resources don't fall into the wrong hands. Koyuki will be an important ally for Konoha in the future, but I need to handle this delicately."

The two Uchiha exchanged glances before nodding in unison. "Understood," they said.

"Good. You leave tonight," Naruto ordered.

Koyuki's Perspective

Far away, in a luxurious but lonely mansion on the outskirts of the Land of Fire, Yukie Fujikaze sat in her private study, staring at the small, worn book on her desk. It was a diary, but not hers. It had appeared mysteriously several years ago, and its contents had changed her life forever.

The entries belonged to someone named Naruto Uzumaki, a name she hadn't recognized at first. But as the years passed, the diary filled with his daily thoughts, plans, and struggles. She had come to know him intimately through his words—his kindness, his ambition, and his unwavering vision for a better world.

Jiraiya smirked. "I never thought I'd see the day when you'd defend a kid like this."

Tsunade shot him a glare. "Don't mistake my approval for leniency. If Naruto steps out of line, I'll be the first to put him back in his place."

"Good luck with that," Jiraiya said, laughing. "The kid's got a fire in him. Reminds me of Minato."

Tsunade sighed, her expression softening. "He's more than Minato's son, Jiraiya. He's building a legacy of his own."

As they continued to watch the village, neither could shake the feeling that Naruto's ambitions would change the ninja world forever. Whether for better or worse remained to be seen.

Back in his office, Naruto stared out the window, his mind racing with plans. His encounter with Koyuki was inevitable, and he knew she wouldn't trust him immediately. But that didn't matter.
