There were some similarities between the two groups, but the Wild Beasts were clearly stronger than the Shadow Beasts.

This was essential for the Elders to maintain control over Meteor City, to protect the city, and to prevent other forces from infiltrating it.

If not for their strength, the world's underworld would have long since taken control of Meteor City.

Such a business would have been far too valuable for them to ignore.

The only reason the world's underworld hadn't seized control was because it couldn't.

Meteor City was incredibly powerful.

Though it was called a "Dump," it was essentially a country in its own right.

And within that country, it could be considered one of the stronger powers.

No matter how large the world's underworld was, it was still just a criminal organization operating underground. It couldn't compete with a real nation. The disparity between the two was too great.

Additionally, the world's underworld was merely large in name.

Many of the underworld factions from different countries had never joined it.

For example, the underworld of the Kakin Empire.

Those groups were all tied to the Kakin Royal Family—they were nothing more than the dark side of the royal family.

These underworld groups had no connection to the world's underworld.

Similarly, V5's situation was akin to that of the Kakin Empire.

Therefore, the so-called "world's underworld" was just a title. It didn't truly represent the world.

Ron gazed at the crystal ball in front of him.

The progress on the crystal ball had completely stopped.

After all, they had already left Meteor City.

Due to the appearance of the KUTO Thieves Group, Ron couldn't return to Meteor City immediately.
