Chapter 10 - Chapter 9: The Great Council and the Kings’ Pact

Back in Auroria, Seren watched these developments with growing concern. He had always envisioned a world where knowledge and reason guided the people, not ambition and power. The rise of Valerius and the establishment of a monarchy in Caelum threatened the balance of the world Seren had hoped to maintain.

Seren summoned the Council to discuss the matter. "The kings of Novus Mundus must not rise unchecked," he warned. "If we allow power to be concentrated in the hands of a few, we risk falling into tyranny and oppression. We must ensure that the Council remains the highest authority."

 

Kael, ever practical, disagreed. "We cannot govern all the cities from here. Each region has its own needs, its own people. Kings may rule their lands, but they must be bound by laws we all agree upon."

 Thus began the negotiations that would shape the political future of Novus Mundus. The Great Council called upon all the newly established rulers—kings, queens, nobles, and councilors—to gather in Auroria. Here, they would draft the Pact of Kings, a sacred agreement that would balance the power of local monarchs with the wisdom of the Aurelian Council.

 

The Pact of Kings set forth a framework of governance for the expanding world. It recognized the right of cities and regions to have their own leaders, but it also established that all rulers must swear fealty to the Aurelian Council. No king or noble could act entirely independently; they were bound by the laws and principles set by the Council to ensure the well-being of all.

 Valerius, though reluctant, agreed to the pact. He understood that the prosperity of Caelum depended on peace and cooperation with the other cities. However, his ambitions were far from satisfied. He viewed himself not as a servant of the Council, but as a future ruler of an empire.
