That was Lucius' line of reasoning, and for good reason.
'The Elite Undead I created are a shining example to the regular Undead of what can happen to them if they continue to serve me well. I'm still not sure if I can upgrade Undead that I have already created, but… I'm sure they somehow have that hope.' He could already see it in their eyes, and he planned on using that as their motivation to work harder for him.
The Elite Undead also had Lili and Legion to look forward to—paragons to emulate and aspire to become. The same could be said about Luca—though Lucius had no intention of turning him into an Undead anytime soon.
