But before embarking on my journey, I first had to increase my cultivation and work out the towns administration hierarchy. I wanted to settle everything since I was not sure of what I would encounter.
I had just broken through into the second rank of the profound realm,when my goblin butler walked into my cultivation room.
Being a puppet like the rest,he had lost his will and conscious, but was still able to speak,since unlike other goblin puppets that only carried a wisp of my aura and will,this rank one profound realm goblin was different.
Instead of wiping out its conscious and will,I had refined it,adding my own aura and will during the refinement.
The end product was the birth of a new will and conscious linked to me.
In short,the goblin puppet was more of an avatar as compared to a puppet.
He had a mind of his own,though bounded to mine.
"Master,they have all assembled."
"Lead the way..."
Walking into the throne hall of my mini castle, I was met by a chorus of greeting from the dozen or so of residents gathered.
"You can all have your sits..."
The throne hall was ordinary, with little decorations. It had a length of twelve metres,where at one end,there was a platform,a metre high and covered with a spirit bear pelt.
On the platform was a throne,curved from a spirit tree by one of the rank one profound realm cultivator summoned.
He had gifted the throne to me. Though his spirit skills were lacking as compared to mine,he was the only spirit master among the ten profound realm cultivators I had summoned.
The man was an acolyte ranked mortal spirit master.
This was a clear indication of how scarce spirit masters were.
Out of all the five hundred plus origin realm cultivators I had summoned, none was a spirit master.
It seemed like it was rare for a spirit master to appear among the profound realm cultivators. And if it were that rare,then I had no hopes of one appearing amongst the origin realm cultivators.
Apart from luckily summoning a spirit master,there were three more methods of acquiring a spirit master.
First was by inviting one from the outside world, secondly was by the birth of a spirit master,which was very rare.
Thirdly was by having spirit power infused into once spiritual world. This method was not just suicidal but also expensive and practically impossible to achieve, as one needed a heavenly spirit master to achieve this.
Currently, becoming a heavenly spirit master was nowhere in Margs plan.
He had yet to breakthrough from the mortal spirit master realm to the earthen spirit master realm.
The platform Marg's throne was on had a length of two metres and a width of six metres.
At each side of the platform stood one peak ranked origin realm goblin.
The throne hall had two rows of leather padded seats with comfy woollen stuffed cushions on each wall,leaving an open space between the two rows of seats.
"I called you all today to plan oncthe way forward, as well as to officially appoint the towns administrators and the garrison officers."
The dozen or so people nodded in acknowledgement.
"Firstly, let us hear from Senior Mio."
Mio,no longer being the eldest person in town,stood and with a bow towards Marg,he unraveled several scrolls from his spatial leather poach.
"Young Lord, this subordinate is going to be quick,as the detailed reports had all being delivered to everyone present earlier on."
"Go ahead. "
Marg had him proceed.
"Young Lord and all present, the towns population is close to hitting the eight thousand mark,though the town can easily accommodate ten thousand people without it being cramped, there is a need for better management and a review on certain regulations. "
"As for all thi to be effective, I suggest the creation of different divisions,each asigned to certain areas."
"For instance, there is a need for an agriculture division,that would oversee the agricultural aspects of the town. I do beleive that the clearing of land for farms within the forest region,would see an increase in both its speed and efficiency if only there was a group of people specifically leading the project in an official and administrative position."
"This agricultural division would also oversee the animal husbandry section and any other aspect related to agriculture,mining and fishing."
"It would also be good if the registration division was to officially be created and have their tasked defined. This division should concentrate on registration of residents and guests,and coming up with guidelines and regulations pertaining the allocation of lands,resources, workforce,property and jobs."
"The registration division will also deal with registration of businesses, organisations and groups linked to the territory."
"A division specialised in logistics and storage would save us alot of time on planning and carrying out logistic matters and storage, inventory taking and allocation of resources."
"A trade and finance division that would regulate trade and implement financial strategies would also be a welcome."
"Also there is a need for a culture and religion division,as there is nothing to important for a man than his culture and religion."
"The culture and religion division will also be incharge of education,justice and health."
"Let us not forget the construction division, this division will oversee the construction, maintenance and renovation of infrastructure within the territory."
"And lastly, we need a security division."
"I think everyone can guess what this division would represent and stand for."
As Mio read from his many scrolls,nobody bothered to interrupt him.
For a couple of minutes,everyone was silent.
It was Marg who broke the silence.
"All of you,I beleive had earlier on gone through the reports and the plans for each division."
"Yes young lord..."
The dozen or so people seated facing each other on opposite sides of the throne hall responded in unison.
"The reason why you are here is because Senior Mio deemed you worthy of being asigned an administrative position."
The people in the throne hall all looked at Senior Mio with gratitude filled eyes. Even though he was not the eldest in the hall,every single resident knew that he was the first person to be summoned by their respected young lord.
He had accompanied the young lord from the beginning, and literally built the town from scratch by his own hands.
It could be said that the current town was his sweat and blood.
To them,having received Mio's recommendation was a show of trust and acknowledgement of their skills and talents.
If the young lord was said to be the ruler of this territory, only Mio could claim to be this town's leader.
