The hall was dimly lit, the flickering light from torches casting long shadows against the walls as the gathered clan representatives took their seats. They murmured quietly among themselves, waiting for the meeting to begin. Isshin stood at the head of the room, his gaze sharp as he surveyed the faces of those who had come, warriors and leaders alike who had chosen to support the vision of unity.
"Everyone has arrived, good," Isshin muttered, acknowledging each clan leader with a respectful nod.
Hashirama stepped forward, offering a warm yet firm smile. "Thank you all for being here. We'll begin the meeting now." His voice was steady, commanding attention from the gathered clans and few council elders. Once the room settled, all eyes shifted to Tobirama, who was setting up the scrolls and maps for his presentation, his focus unwavering.
Tobirama began, his tone direct and precise. "The primary topic for tonight's meeting is to assign each clan a valid position and responsibility within the village structure. With your collaboration, we have successfully halfway settled on lands for each clan. Now, we need to establish roles that will ensure the village remains orderly and protected."
He unfurled a large map of the village layout, marked with designated areas for different purposes, and pointed to key locations as he spoke. "Each clan will play an essential role in the village's growth, security, and infrastructure. We will be assigning responsibilities based on your clan's unique strengths and contributions. The Uchiha will focus on law enforcement and maintaining security, given their exceptional prowess in detection and combat. The Hyūga, with their Byakugan, will aid in patrols and surveillance. The Nara, with their strategic thinking, will handle village planning and logistics."
Tobirama continued, designating roles to each clan with thoughtful consideration, ensuring that every responsibility aligned with each clan's natural abilities and traditions. There was a careful balance in his approach, each assignment calculated to prevent clashes of power while maximizing the village's efficiency.
As the initial assignments were laid out, the clan heads exchanged glances, some with quiet satisfaction, others nodding in agreement. As the clan heads began to relax, their thoughts turning toward the village's future, Isshin stood up abruptly. His expression was grave, and his tone carried a weight that brought everyone's attention back immediately.
"Everyone, I have something urgent to share," Isshin announced, his voice resonating through the hall.
The leaders stilled, their eyes trained on him, some with concern, others with curiosity. The calm from moments before was now edged with tension.
Isshin took a slow, steady breath, feeling the pressure of what he was about to reveal. *'They're going to be furious,'* he thought, but there was no other way.
"As you know, we've come together with a vision of a united village—a place of peace and strength. But there's a threat looming that could shatter everything before it's truly begun. There are a few shinobi, few powerful ones, who have already captured the many tails beast as per my source. His intentions are clear: he aims to unleash these tailed beasts on our village and lay waste to everything we've built."
His words hit the room like a hammer blow. Murmurs of shock and anger erupted, with several clan leaders immediately turning their ire on Isshin.
"Why have you kept this from us?" demanded a representative of the Inuzuka clan, her voice brimming with fury. "How long have you known?"
"Keeping a threat like this hidden is reckless," added the head of the Yamanaka clan, his tone cold.
Isshin met their accusations with steady resolve, though he felt the sting of their words. "I withheld this information until now because we needed a foundation—a unity—before facing such a danger. If we'd acted before organizing our strength, panic could have divided us."
The room simmered with anger and frustration, but Isshin pressed on. "We have only a few months. The Nine-Tails, Kurama, remains free, and he's our only hope of matching this threat. We must secure Kurama and gain his cooperation, or we risk total destruction. We cannot afford to fail. There is no other option."
Hashirama, his face drawn with concern, looked at Isshin, a hint of disappointment mingling with understanding in his gaze. "If we're to have any chance of winning Kurama's trust, we need to act immediately. Time is not on our side."
Tobirama's eyes narrowed, his mind already working through the strategy. "It won't be easy. Kurama doesn't exactly appreciate humans, let alone those who would attempt to control him. But if we can convince him of our intentions…"
A hush fell over the room as the clan leaders absorbed the weight of the situation. They understood now—the stakes were beyond any personal grievances or past feuds. This was a matter of survival, and Kurama, fierce and mistrustful as he was, had become their only hope.
Isshin took a final look around, reading the resolve in their faces. "We don't have long. But with every one of us working together, we may have a chance. Let's secure Kurama and show this threat that our village stands united—stronger than any single shinobi, and stronger than even the tailed beasts themselves."
