Jiang Hou modified the Heavenly Vessel Secret Art again. The original Secret Art was created to take over someone else's Body and Sea of Consciousness.
What Jiang Hou did was change the principle, from Body type Technique, to a Soul type Technique. Since he was going to make a puppet out of a Soul Fragment, he had to.
With the experience of a Cosmos level being, just as is the case with the Dao Body of Celestials, he was able to create a new Technique he called Celestial Puppet Soul of Dao.
