But today, the Third Hokage had specifically called Shisui here on purpose. The goal was to make him witness some of the Uchiha Police Force's arrogance.
This was all part of Sarutobi Hiruzen's plan to make Shisui trust him more, to have him recognize his authority as Hokage, and distance himself from the Uchiha clan.
Just as the Third Hokage was feeling proud of his plan, someone ran into the office.
