Ye Qiu declined Vice President Wang's invitation. He only stepped forward to save someone because of Chu Yao. Otherwise, he wouldn't have easily revealed Huatuo's Thirty-six Needles.
It's not that Ye Qiu was cold-blooded and lacked the compassion to save lives; rather, there were too many people suffering from terminal diseases in the world, far more than he could save alone.
