A call echoed across the port.
Not long after Shiro's voice came out, the entire port of the Island was suddenly swept by strong gusts. The wind swayed the submarines above the sea, and waves began to churn.
Shiro stretched out his palm, feeling the wind around him cut like a sword. He sighed inwardly; it was indeed the power of the wind element. Although it wasn't on par with his own wind element abilities, Father Luffy's fruit power had been honed to a remarkable depth. Shiro estimated that his wind element could be easily suppressed by it.
After all, Shiro's primary elemental focus was still on thunder, followed by wood, fire, gold, and lastly, wind, earth, and water. But because Shiro controlled all seven elements as a master of nature, he held considerable advantages even against others wielding lower-level abilities of the same elements.
Soon, a cyan hurricane approached. The leader of the Revolutionary Army, clad in a dark green coat, descended from the hurricane and landed beside Shiro and Sabo.
"Is he trying to show me the strength of the Revolutionary Army?" Shiro mused as he watched Monkey D. Dragon's dramatic arrival.
In truth, Dragon had simply come as fast as he could once he was discovered. Nonetheless, Dragon was somewhat surprised by Shiro. Such an exceptional young man was rare—even Sabo couldn't compare.
"Sabo, are you alright?" Dragon asked, checking on his subordinate. After receiving a positive response, Dragon turned his attention to Shiro.
"Shiro, you are indeed a formidable figure. I've heard my father speak of you often," Dragon said.
Shiro responded with a smile, though inwardly, he felt conflicted. Dragon, the most notorious criminal in the world, was wanted by the World Government and Navy Headquarters for years. Yet, Vice Admiral Garp, Dragon's father, seemed to maintain some connection with him.
"Hahaha, losing you to the Navy is a great loss. But this world needs freedom, not the oppressive rule of the Celestial Dragons!" Dragon said, his voice hoarse but powerful.
"Shiro, is there another reason for your visit beyond seeking Nico Robin?" Dragon inquired.
Shiro found himself resonating with Dragon's words, understanding why he could establish the Revolutionary Army with such charisma. His "Voice of God" ability was nearly on par with it.
Just then, Shiro's system prompt activated:
[Option 1] Declare war with the Revolutionary Army and use the Voice of God to proclaim "the Revolutionary Army's ideology is wrong." Reward: Overlord Haki Conqueror: Overlord level.
[Option 2] Form an alliance with the Revolutionary Army and inform them that you will attempt to disrupt the World Conscription of Navy Headquarters. Reward: Mass Teleportation Device (usable once).
Shiro ignored the first option without hesitation. Publicly condemning the Revolutionary Army in their stronghold would be suicidal, not to mention unfair to Robin. The second option seemed the most logical, given their shared interests.
Monkey D. Dragon, noticing Shiro's hesitation, said, "I heard about your declaration at Marineford, and I greatly admire it. Even I couldn't make such a bold statement at Navy Headquarters and still walk away unscathed. You're truly remarkable!"
"Shiro, your ideals align closely with mine and the Revolutionary Army's. We share a common goal of overthrowing the World Government. If you were to join us, I would gladly offer you the position of Revolutionary Army Chief!" Dragon's proposal stunned Shiro.
Though the offer was tempting, Shiro knew better. The Revolutionary Army wouldn't easily accept a new leader, especially one with ties to the Navy. Dragon's sincerity was undeniable, but this wasn't Shiro's path.
"Our goals are similar but not identical, Dragon. I propose cooperation instead. Together, we can fight against the World Government," Shiro suggested with a confident smile.
"Hahaha, the World Government would tremble if they knew we were joining forces!" Dragon laughed heartily, agreeing to the alliance.
The Revolutionary Army was powerful, but it still struggled against the might of the World Government. An ally like Shiro would only strengthen their cause.
"In that case, let's celebrate our partnership!" Dragon said, inviting Shiro to rest on the island. "I also want to discuss Nico Robin's situation with you."
"Sure, I also have something important to discuss," Shiro agreed, knowing the sensitive nature of the Navy's World Conscription plans. It was crucial to speak with Dragon privately to ensure the security of their alliance.
Dragon held a small banquet to welcome Shiro, with Robin seated beside him. The night marked the beginning of a powerful partnership against the world's greatest tyranny.
