The elite force is the only one that has access to this base as it was made specifically for them. The captain's are also permitted, considering their high ranks.

Unlike her, most people take at least five to seven days to replenish their power. That is of course, the higher ranking ones. While lower ranking soldiers may take even two whole weeks to replenish.
