Gods. They are devine beings that are said to watch over the mortal existence. Only low level Gods have been seen by mortals in the past. However, those there are those that are far superior. They never appeared in the mortal as doing so could spell destruction for all of mortal multiverses.
These were gods that ruled over and represented a single and pivotal aspect of reality such as creation, destruction, space, dimensional hierarchy and more.
They don't interfere in mortal affers unless said affers will eventually affect the higher plane of the Gods. That is where they remain, looking over the mortal realm like moving pieces on a board game.
Ryuga's rejection of them was not because he knew anything about them. It was purely because he didn't feel the Gods were fair to him.
No one had the right to blame him anyway. His entire life had been turned upside down because of events that spawned from Devine intervention after all.
