No one opposed, it was unanimously passed.

Setting aside Haruki's own strength, his usual performance was evident to all.

Even the only outsider, Hiashi Hyuga, was impressed by the special reforms Haruki implemented in the Hyuga clan.

"Thank you for your support. I'll take on the role of the first leader, with a term of five years, after which it will be rotated. Every member is eligible to run."

Haruki smiled as he accepted this responsibility.

Tsunade glared at him, feeling teased.

"Sit down." Haruki shook his head. "Next is the head of the Business Department, responsible for all internal and external economic transactions. I nominate Oshima Yoshiyuki."

As before, no one objected.

Haruki understood that his current prestige was so high that it led to blind followings from some.

"One more thing, Yoshiyuki, you need to handle this. We should establish a department for Ninja Tools and Technology Research, but there's no suitable candidate for now."

"The researchers in the academy are mostly drawn by our generous compensation and lack some ideological alignment. But remember, our organization must unite all possible forces; anyone who agrees with us is a friend, provided they pass the assessment."

"I plan to establish a hundred-person project in research, targeting excellent researchers. For example, Orochimaru may not agree with our ideology, but his experiments are useful to us and could join this project."

"Yoshiyuki, your task is to draft appropriate agreements for each person, including project collaborations and remuneration."

"Understood," Yoshiyuki replied immediately.

"The sixth position, head of the military, responsible for forming our own army, I propose Namikaze Minato," Haruki said.

Namikaze Minato was slightly stunned.

He didn't expect Haruki-sensei to put him in charge of the military.

Though the term was different, he believed his experience in the previous Shinobi World War gave him the confidence to do well.

"Thank you, sensei and everyone for the recognition."

Namikaze Minato smiled and bowed in thanks after the unanimous vote.

No one could find any fault.

Only Hiashi Hyuga felt a bit envious. Though he had anticipated it, he felt like an outsider.

Haruki nodded in satisfaction.

He knew the group didn't realize his concept of the military wasn't akin to the Ninja Alliance.

It was a well-organized, disciplined modern army.

"The specifics of the military will be explained to you later. The seventh position, secretary, I propose Uchiha Mikoto, responsible for notifying, recording, and summarizing all organizational meetings."

Haruki noticed Mikoto's slightly disappointed expression after he spoke.

Because it seemed the secretary's tasks were simple labor, far different from the previous positions.

But Mikoto didn't refuse and nodded.

In a way, she was pragmatic, not competitive.

Haruki liked her personality.

However, she didn't realize the importance of the secretary, almost second only to him in power.

He hoped Mikoto could genuinely change them.

"Our organization is initially set up with these departments. We'll establish new departments as needed. As for the remaining two, Hiashi Hyuga assists Oshima Yoshiyuki, and Kushina Uzumaki assists Namikaze Minato as deputies. Any objections?"

Kushina nodded reluctantly, feeling undervalued.

It was true to some extent.

Her personality made her less mature than Minato.

Haruki appointed her as a deputy hoping she would learn from Minato.

Hiashi Hyuga was dissatisfied.

As the next head of the Hyuga clan, being someone else's deputy was humiliating.

If it were Haruki, fine, but an unknown figure?

Hiashi Hyuga raised his hand and spoke, considering Haruki's previous offer to voice opinions.

He smiled and said, "How about this, Hyuga Kasumi assists the Business Department, and you become the Minister of Infrastructure and Transportation?"

"Agreed."

Hiashi Hyuga didn't quite understand the department's duties but accepted it as it was a ministerial role.

After the vote, Haruki's expression became serious.

"The final item of today's meeting is about the future addition of members."

Haruki handed out nine scrolls.

"These are the rules I've drafted for our organization. Since it's lengthy, I won't discuss it now. Please memorize it later."

"We currently have nine official members. Each member can nominate up to three candidates. They must undergo an assessment and become official members after three years."

"Let's nominate in turn. If you have no one, you can nominate next time. I propose Obito Uchiha, Kakashi Hatake, and Rin Nohara."

"I don't have anyone for now," Tsunade shook her head, thinking of Jiraiya but realizing it was unlikely.

"I propose Hyuga Kasumi," said Hiashi Hyuga.

"I propose Fugaku Uchiha," said Mikoto.

"Any more?" Haruki waited for a moment. "If not, today's first meeting is adjourned. Mikoto, you need to record the meeting's minutes and summary."

"Got it, sensei," Mikoto nodded.

"Oh, and one more thing. My engagement ceremony with Tsunade will need your assistance, particularly from the publicity department."

Haruki seemed to remember something, bowed to them, and concluded, "Finally, I hope we can all reach the end together."
