In a world plagued by chaos and crime, the absence of effective governance has fueled uncertainty and unrest among the populace. One day, it is revealed that there are five individuals who wield immense power in each of the world's oceans, known as the "Supreme Knights." Their extraordinary abilities captivate many, with some believing that such power could make one a world leader. However, despite those capable of ruling over the oceans, none have yet filled the vacant throne of world leadership.
The story follows Tomoe, a first-year high school student who chooses to attend one of the weakest high schools in Japan. With a strong determination to become the number one person in the world, Tomoe must face various challenging obstacles, including battles against formidable individuals dubbed "monsters" by society. Yet amidst all the challenges, the lingering question remains: will Tomoe succeed in filling the empty throne and becoming the world leader that many hope for?
