"Something has happened to Juliu City."
In the center of the venue, on the tall Red Tower, a man dressed in black and wearing a metal mask gazed out the window. A special beam of light penetrated the bottom floor, rising. It was the highest warning. If this had happened in the distant past, the region for hundreds of miles around would have entered a state of alert, and the surrounding checkpoints would have started to block off.
