Because she had no money.
Wandering aimlessly around Konoha, Tsunade gathered quite a lot of information.
The villagers were mostly discussing the assistant to the Hokage assassinating the Daimyo, the police department constantly causing trouble for the Shimura Clan, and the serious brawls affecting the business district, among other things.
Danzo was really bold.
"Becoming a suspect in the Daimyo's assassination and still having time to mess with the Uchiha?"
And serious brawling incidents!
The villagers even believed it.
Tsunade quickly identified Danzo as the suspect, as only he liked to do such underhanded things.
Only he would continue to trouble the Uchiha during such a critical time.
It seemed that Danzo's targeting of the Uchiha had reached an almost obsessive level.
Besides these, there was much talk about the Nine-Tails and the unfortunate events befalling the Shimura Clan.
With Kazuki out on a mission, the police department's actions against the Shimura Clan had slowed down considerably, not as intense as initially.
Even so, members of the Shimura Clan were still being summoned or arrested by the police department for various reasons.
Though most returned safely, they were put through the wringer.
The entire Shimura Clan was full of complaints, moving from hating the Uchiha and cursing them to now fearing them.
They were terrified that the Uchiha might come after them again.
Regarding the Uchiha, Tsunade also received some information.
Mostly about Kazuki.
Things like insubordination, reprimanding elders at family meetings, questioning the clan leader.
For the sake of the clan's development, he even disregarded his reputation, acted against the clan elders, and confronted Danzo in the police department, among other things.
"Everything is for the clan?"
While Tsunade was idle, Kazuki had a visitor at his home.
Kazuki swaggered back to Konoha, returned to the clan, and naturally, someone reported the news to Fugaku, so Fugaku came to Kazuki's home immediately.
"Here, this is the mission scroll. The mission has been completed. Itachi and Jiraiya should return to Konoha a bit later. If not today, then probably tomorrow."
The benefit of a family mission was that there was no need to go to the Hokage's office to submit the mission scroll; it could be given directly to Fugaku, the clan leader.
Fugaku could even collect the reward on his behalf and then give it to him.
Submitting the mission and getting the money without going to the Hokage's office was a feeling Kazuki quite liked.
Fugaku took the scroll; as for Itachi, he wasn't worried at all.
As long as there were no accidents, it didn't matter if he returned a day earlier or later.
Looking at the tea Kazuki made for him, Fugaku, who loved tea, couldn't help but shake his head.
Too bland.
"The Shimura Clan is full of complaints. Their people's grievances have shifted from the police department and Uchiha to within their own clan. The Shimura clan leader wants to meet with me to discuss this matter."
"Did the clan leader agree?"
Kazuki looked up.
Danzo was no good, and the Shimura Clan was the same.
When Danzo targeted the Uchiha, the Shimura Clan didn't miss a chance to gloat and kick them when they were down.
Besides, the Shimura Clan supported Danzo everywhere, meaning they were complicit in what Danzo did.
Now they felt uncomfortable and wanted to negotiate?
"I didn't respond, and besides, I can't make the decision on this."
Fugaku always pretended to be unaware of this matter, and since he didn't know, he couldn't be the one to negotiate; it was up to Kazuki.
Recently, Fugaku had been observing the actions and emotions of the clan members. He was surprised to find that targeting the Shimura Clan had eased the clan members' resentment towards the village considerably.
"It's good you didn't agree."
Kazuki was afraid that if he wasn't around, and the clan members kept targeting the Shimura Clan, Fugaku, the timid clan leader, would give in and make concessions first.
If that happened, Kazuki guaranteed he'd curse.
"But they haven't given up. They've invited Hyuga Hiashi to mediate. The meeting is tomorrow. Now that you're back, you can go on my behalf and pass on my greetings."
On the surface, the Hyuga and Uchiha Clans were always competing for the title of the top Dojutsu clan.
However, this rivalry didn't make their relationship bad.
The competition was limited to the public or younger generations.
Privately, the two clan leaders had a harmonious relationship, but their identities and the village's situation prevented them from becoming true friends.
Otherwise, these two clan leaders would have plenty of topics to talk about.
"Okay."
Since Hiashi was involved, Kazuki had to go.
At least, he had to give face to the Hyuga Clan.
As for the Shimura Clan, they could go cool off somewhere else!
Unless the entire clan was unhappy with Danzo, Kazuki wouldn't let it go.
Besides, this was just the first step in his revenge.
The Shimura Clan had done many things to undermine the Uchiha, even more eagerly than the Sarutobi Clan.
Since they had started it, Kazuki would ensure the payback came, just not yet.
After telling Kazuki the meeting location, Fugaku talked about the police department's reorganization.
"Relying on the hardline elders to agree to the police department's reorganization is impossible. Clan leader, you started in the wrong direction."
The police department's reorganization benefited Kazuki, so he didn't mind helping if possible.
But Fugaku was unreliable and always wanted to backtrack, so Kazuki didn't want to bother.
But it had dragged on long enough.
The matter still needed to be handled.
"My direction was wrong?"
Fugaku was stunned, not understanding Kazuki's point.
Reorganizing the police department was his idea and beneficial to the clan, so how was it wrong?
The only problem was the elders.
Indeed, being timid in one's actions long enough makes it a habit.
Constantly maintaining neutrality and wavering would limit oneself to that neutral position.
Kazuki patted his forehead and said earnestly:
"Clan leader, if you want to reorganize the Uchiha, why consult with the elders? Do the elders have positions in the police department? Shouldn't you directly negotiate with the police department squad leaders, get their agreement, and then announce the results?"
The correct approach was to announce the results at a clan or family meeting, not to negotiate.
Negotiation would only lead to bickering and arguing!
If it got too intense, the hardliners would expose the neutrals' flaws, and the neutrals would retaliate, exposing the hardliners' flaws.
In such back-and-forth, there'd be no agreement on the police department.
"You, the clan leader, should handle this. I won't get involved, but keep it secret. At least until you secure the squad leaders' agreement."
Kazuki even gave Fugaku advice:
"Clan leader, remember, everything you do is for the Uchiha, and everything is for the family's interests. When persuading and communicating, don't bring in factional issues. Handle it on behalf of the entire Uchiha clan."
