The Third Hokage didn't give Fugaku much chance to explain.
The Police Force is responsible for maintaining order, and no matter the cause, any incidents like this are their fault.
The blame cannot be shifted away from the Police Force.
Fugaku lowered his head and sincerely said:
"Hokage-sama, I promise to thoroughly investigate this matter and provide an explanation to you and the villagers."
"Hmm."
The Third Hokage nodded, indicating he awaited the investigation results from the Police Force.
He also hoped for a perfect solution, as they couldn't afford any issues between the village and the Daimyo.
Today's brawl clearly had issues, which both Kazuki and Fugaku noticed, as did the Third Hokage.
However, compared to the matter with the Daimyo, this was less significant and not worth his full attention.
Just when Fugaku thought the meeting was about to end, Utatane, sitting nearby, suddenly said:
"Clan Leader Fugaku, I just returned from Konoha Hospital. Among those sent there, besides those incidentally affected, the rest are seriously injured. Don't you think there's an issue with the Police Force?"
The expected confrontation had arrived.
Fugaku started to feel a headache; if the Police Force hadn't acted decisively, they would have been dragged into deeper trouble.
But by using force, they could quickly stabilize the situation, though it would also attract scrutiny.
Because the Police Force's actions were indeed severe. If warnings weren't heeded, they would resort to breaking limbs.
"What do you mean, Elder Utatane? Do you think our Police Force acted too harshly?"
Kazuki spoke up before Fugaku could, asking a question in return.
"???"
Normally, this would be the part where blame is assigned, and from her experience with Fugaku, he wouldn't explain much and would just bear it all.
But instead, she was being questioned right at the start.
Perhaps unprepared for this, Utatane was stunned for a few seconds, and her wrinkled face quickly turned sullen:
"Uchiha Kazuki, what do you mean by that? Are you suggesting that I'm wrong to blame you?"
Facing Utatane's angry gaze, Kazuki calmly said:
"I don't think the Police Force acted too harshly. I even wish they were stricter, so the situation wouldn't have escalated to this point. Elder Utatane, quite a few ninja were involved today, and even Police Force squads were attacked, yet you question us."
"If you think the Police Force acted too harshly, then tell me how the Police Force should act to stabilize the situation?"
"You…"
She had always questioned others; when had anyone dared to question her?
Utatane was not as patient as Danzo and was visibly trembling with anger, even her pointing finger shaking slightly.
What was going on?
Homura was bewildered.
The Third Hokage blinked in confusion, glancing at Fugaku, wondering what the Uchiha were up to.
Questioning the elders now.
"There have always been complaints about the Police Force's excessive violence in law enforcement, which we've been thinking of improving. But the issue is that sudden security incidents don't give us a chance to change."
"Nonsense! Absolutely unreasonable."
Utatane, shaking with rage, spoke in a sharp tone:
"So, the Uchiha and the Police Force now just shirk responsibility and even question the advisors?"
"You should know the problems with the Police Force's law enforcement."
"Yes, the Police Force does have issues with excessive violence, Fugaku. This needs improvement."
Being on the same side, the Third Hokage naturally supported Utatane.
And so, the pressure was directed at Fugaku.
Apply pressure directly to Kazuki?
No, just putting enough pressure on Fugaku would suffice. Fugaku would handle the rest.
What the Third Hokage didn't expect was that Fugaku, who usually bore everything, chose to remain silent this time.
As if he didn't hear the comments.
"Hokage-sama and the elders mean that the Police Force should never use force during law enforcement?"
Kazuki brought the question back.
And silently praised Fugaku; this time, backing down was the right move.
Kazuki feared that Fugaku would step up and take all the blame on behalf of the Uchiha and the Police Force.
"Hmph, if the Police Force could restrain themselves during enforcement and not resort to violence, I'd be thrilled!"
Utatane retorted sharply.
The Third Hokage, who was about to speak, chose to remain silent.
"Well, we will go back and reorganize the Police Force, hoping to satisfy the elders and Hokage-sama and the villagers."
Oh, are they starting to back down?
Seeing Kazuki's tone soften, Utatane sneered:
"If you can do that, then on behalf of the villagers of Konoha, I thank you!"
Cough, cough!
"That's enough, Koharu."
Seeing Utatane getting more and more emotional, seemingly losing her composure, the Third Hokage quickly intervened and looked at Kazuki:
"If you have such awareness, then I will await your changes and hope the Police Force will not disappoint me."
"Alright, you may go back now and investigate today's incident thoroughly. I think there's more to this."
"Yes."
Fugaku left the Hokage's office with his people.
The Third Hokage sighed:
"Koharu, you were too impulsive. There's no need to argue with a child; it would look bad if word got out."
"I didn't want to, but that Uchiha Kazuki is infuriating."
Utatane was still fuming. Homura, seeing this, hesitated to speak, then changed the subject:
"Do you think the Uchiha can really change? The Police Force has had these issues for years."
"If not, then we'll hold Fugaku accountable!"
Utatane was determined to make trouble for Fugaku.
She didn't want to lower herself to target Kazuki and feared Kazuki might insult her like he did Danzo, so she aimed at Fugaku instead.
After all, he was easier to target.
Can the Police Force change?
The Third Hokage wasn't optimistic. If they could change, they would have done so long ago, not dragging it out till now.
The newly established complaint department was already overwhelmed.
Fortunately, the new department's expenses weren't covered by the Finance Department but by the Uchiha and the Police Force.
"Alright, let's discuss Jiraiya and Naruto now."
The Third Hokage began discussing Jiraiya's request:
"Jiraiya wants to take Naruto under his wing. He's already met with Naruto and introduced himself, even taking him out for barbecue."
Talking about Naruto brought Utatane back to her senses.
