Section 1. Title
This Act shall be known as the "Education and Ideological Compliance Act of 2024."
Section 2. Declaration of Policy
This Act lays down detailed rules and regulations for all levels of education in the Wehrmacht Reichland, from elementary to tertiary. It applies to every public and private school and educational institution to ensure compliance with state standards, promoting the ideology, culture, and traditions of the Wehrmacht Reichland.
Section 3. Governance and Authority
All decisions and policies related to education shall be exclusively formulated and implemented by the Ministry of Education, under strict government control. The Ministry has the authority to amend, correct, and supplement regulations as needed, with all activities requiring government notification and approval prior to execution.
Section 4. Curriculum Standards
The curriculum at all educational levels shall adhere to rigorous standards set by the Ministry of Education. All educational materials, including textbooks and teaching aids, shall be distributed solely under state authority, with unauthorized materials prohibited. The curriculum shall emphasize ideological training aligned with state objectives.
Section 5. Ideological Education
Subjects such as history, social studies, and science must align with the views and interpretations of the government, promoting state ideology exclusively. Teaching contrary to state standards is strictly forbidden.
Section 6. Teacher Requirements
Teachers shall undergo stringent training and evaluation to ensure competence and allegiance to state ideology. Licensing of teachers shall be subject to thorough review and approval by the Ministry of Education, with violations of practice guidelines leading to license revocation.
Section 7. Infrastructure and Funding
Adequate funding shall be allocated by the state for the construction, development, and maintenance of schools, particularly in remote areas. Construction projects must meet government standards and are subject to Ministry of Education oversight. Misuse of funds shall incur severe penalties.
Section 8. Mandatory Education
All youth aged 6 to 18 shall be mandated to study subjects that propagate state ideology. Non-compliance by parents or guardians may result in severe penalties, including imprisonment, enforced by local government agencies.
Section 9. Compliance Monitoring
The Ministry of Education shall conduct regular inspections of schools to ensure adherence to state policies. Schools must submit detailed annual reports on operations and teaching practices for Ministry review, with non-compliance potentially leading to closure or other sanctions.
Section 10. Violations and Penalties
Students, teachers, and administrators found violating state policies shall face severe penalties, including expulsion, suspension, loss of teaching licenses, or removal from administrative positions, with additional legal repercussions.
Section 11. Military Training
Secondary and tertiary education shall include mandatory Reserve Officers' Training Corps (ROTC) programs to instill discipline, competence, and loyalty to the state.
Section 12. Cultural Education
Education shall promote appreciation of Wehrmacht Reichland culture, language, art, and tradition, with limited study of foreign cultures permitted under state guidelines. Materials for teaching foreign cultures require Ministry of Education approval.
Section 13. Financial Regulations
All schools, including private institutions, shall obtain Ministry of Education permission before raising funds from external sources, ensuring funds are used in accordance with state regulations.
Section 14. Technology in Education
The use of technology shall be encouraged to enhance educational quality, with all internet access and technological equipment subject to Ministry of Education regulation and approval.
Section 15. Scholarships
Government scholarships shall be awarded based on merit and need, with priority given to courses critical to national development. Selection of recipients shall undergo rigorous Ministry review and approval.
Section 16. Education for the Disabled
Inclusive education programs shall be implemented to ensure accessibility for all students, with facilities and support services meeting state standards for disabled students.
Section 17. Information Control**
All educational content must align with state ideology, with dissemination of false information considered a serious offense punishable by imprisonment.
Section 18. Student Health Care
Schools shall provide comprehensive health care programs, including regular health check-ups and medical and psychological support services for students.
Section 19. Regulatory Authority
The Ministry of Education shall enact necessary regulations for Act implementation, with all changes requiring government approval to maintain educational standards nationwide.
Section 20. Effectivity
It is effective immediately after the approval of the Supreme Chancellor.
