Marine's reputation
After the events of 1824, September 30 in the G5 Marine base, the world government ordered marines to go on a killing spree. Basically they ordered them to eliminate many random groups of people including many of the Marine themselves. Not to mention random orders for buster calls were also given. Many marines who were innocent and were not tainted by the corruption of the world government, started to loose their believes in world government. Not to mention The vice admirals who were being hunted left the marines and became pirates. And after such event in the Marines, the credibility of world government and the purpose of the Marines, the 'justice', was questioned openly. So Between year 1424 to 1426, around fifty percent lower level marines, resigned from their job. Such situation rose suspicion in the common people. With the increasing bad reputation of the marines. Less and less common people became interested in a joining marines. Most of the people who used to join marines because they wanted to take revenge from the pirates also hesitated. Only a few ambitious people with lofty goals were interested in joining such an organisation.
The result of such change became very obvious. In next five years, the corruption in the marines increased ten fold. As a result people started loosing their believes in the so called 'justice'.
In just a couple of years marines reputation becam as bad as the pirates.
But these changes resulted in the birth of a brand new era. The era of bounty hunters. Many good people who didn't want to join the marines, became freelancing bounty hunters. But many people in the history dubbed it as the era of the unspoken. The number of bounty hunters increased so much that many independent bounty hunting organisations were formed all around the world. In a way it also helped in keeping the pirates population in check. But it also created an unspoken hierarchy. Since marines were the one who usually generated bounties, the bounty hunters and bounty hunting organisations were dependent on marines.
At first it wasn't that big of the problem. But later it became evident that, in reality the situation has not changed at all. Marines could easily post a bounty on a random guy and he will turn into the enemy of the world without even doing anything.
But many powerful Kingdoms took this chance to recruit many freelancing bounty hunters as their soldiers.
Around 1434, there were only two bounty hunting organisations remained in the entire world. Which was later swallowed up by marines with their 'good will'.
(Good will= threats, money)
It took the world government, ten years to somewhat stabilize the chaotic situation. And while at the end the day the world government remained in power, it can be considered that they lost so much that it can't be compared to their previous power. Although apart from the nations who had withdrew from the world government, no other nation cancelled their affiliation despite the bad reputation of the world government, they surely lost their hope and secretly started building up their own army.
But many small and poor nations didn't have that luxury and could only accept the treatment given by the word government.
Not to mention after the situation somewhat calmed down, the marines tried to regain their reputation through a lot of charity campaigns which were being sponsored by the world government. But they stopped doing these campaigns after they didn't get any satisfied results after a month.
In the end the after effect of Rocks D Squid's action was obvious. Maki also helped in survival of those who has seen the true face of the world government. She was mostly active in between 1424 to 1426. During that time she was saving a lot of people from the clutches of world government.
As time passed, the situation started turning back very slowly. Although the world government had lost a lot of power, but they still remained as the strongest force in the entire world.

Kong has been appointed as the new fleet admiral in the marines. He was one of the few people who knew about the dark secret of the world government. Imu's existence was the forbidden truth of the world government. But along with kong many high ranking marines learnt about this truth. Kong along with the fleet admiral of that time accepted it while the rest got haunted down by the world government. Unlike the others, kong was exceptionally strong. On top of that, he posesses, colour of the supreme king.
So the world government decided to promote him to the fleet admiral while the previous fleet admiral disappeared mysteriously.
After Kong became the fleet admiral he did some changes in the marines. Previously, once someone enters the bounty list of the marines, they used to lose every hope of leading a crime free life. Kong did some changes and brought a new rule. If someone is willing to surrender himself to the marines, after a bounty is released by the world government, then they will be spared from harsh punishment like being sent to Impel down or death sentence. Of course they won't get scott free. After surrendering themselves to the world government depending on their crimes they will be punished in the detention centre. And after the punishment is over they can lead a normal life with their bounty being cancelled by the world government.
This new rule was approved by the five elders. To an outsider it is a very great rule for those who wants to condem themselves for their previous crime. But in reality it was away for the marines to recruit new sailors at any cost.
The pirates and bandits who haven't done some major crime against the world government, were the once, the Marines used to give a second chance for expiation.
Regardless if they surrender, or captured forcefully, all of the criminals were given two options. Death or join the marines. And once they choose life by joining the marines, they were sent to special training camp where the commanders of the training camps try to brainwash them as much as possible to make them loyal to the world government.
This way the marines will slowly rise to the power again. The five elders approved of this idea upon some conditions.
Once and ex criminal turned marine, betrays the marines, there will be no second chance to make amends.
The second condition was to check the back ground of the criminal thoroughly.

The strategy of the Marines to recruit the criminals, was very helpful for them. Especially when common people were reluctant to join the marines after their fall in reputation. In just two years, Marine managed to recruit back a considerable amount of their strength. According to the estimation of word government, if they allowed this process to go on then they will be able to recover all of their strength in next three years.
While this process was very helpful for the marines, it was not completely without any flaws. Along with the criminals there are some spys who tried to enter the marines through this program. Although some of them got captured easily, according to the reports, there might be still more who could have successfully infiltrated the marines. So the word government decided to close the program in next two years.
With this idea and his careful procedureing, Kong unknowingly occupied the next spot for eternal youth surgery in the mind of the five elders. They wanted a perfect pawn who is completely obedient to them, controlling the marines. The man needed to be smart and strong. Since kong ticked all the boxes, the five elders considered him they are next greatest asset who needed to live longer than a normal human so that he could serve them more.
