Although Dumbledore is the Headmaster of Hogwarts, Hogwarts is not his own.

It is up to us to make our voices heard where they belong.

After writing the note, Andy took out his wand and cast a spell on the note.

This is a secret letter that cannot be seen.
It is fine for Dumbledore to learn about it, but if Voldemort knows about it, he might trouble Andy after his resurrection.
Andy hadn't read the plot of Harry Potter after the second year, and he wasn't sure about the exact time of Voldemort's resurrection.
