'What on earth is Snape hesitating about?'
Lying in bed, Andy's eyes were slightly closed as he pondered the reason for Snape's unusual behaviour.
At first, Andy thought Snape was just playing a joke on him, so he didn't pay much attention to his emotional changes.

Andy analysed deeply, 'Snape is a love-struck fool, and he's doing all this for Lily. Betraying Voldemort, siding with Dumbledore, protecting Harry... it's all because of Lily.'
'But if you wear a mask for too long, you won't be able to see yourself clearly.'
'Snape has been a professor for over ten years, and his words and actions have long been influenced. Or maybe... he doesn't want to do something that would make Lily unhappy.'

Hermione couldn't wait to ask, "Does Voldemort have any help?"

This was true. If Andy's complaint letter had been sent to someone incompetent, it would have been forgotten about long ago.
"I really want to meet her," Hermione said with longing.
