The Arbiter received the Jade Emperor's blessings before addressing the crowd. The Jade Emperor handed a scroll to him as he stood up and looked at the crowd. He opened the scroll and laid his eyes on the oath.
He looked at the words briefly before raising his eyes from the scroll, "We, the Magistrates of the Heavens, take an oath upon ourselves to always be righteous, all-knowing, and honorable. We take an oath never to show favoritism and judge all beings equally, regardless of their standing in the three realms and seven continents." The Arbiter said out loud, "We ask the three realms and seven continents to accept us as their Arbiter, confide in us, and trust our judgment."
The crowd stood up simultaneously, performing a deep bow to the newly crowned Arbiter, "The Heaven Realm greets Lord Arbiter!"
The Arbiter set the scroll aside and reciprocated the deep bow, first to the crowd and then to the Jade Emperor.
