Weisheng scoffed loudly, shaking his head as he walked to his seat which was on the lower ground than the Arbiter's desk. The Arbiter was confused. He recalled his previous conversations with Weisheng and couldn't tell if he had said something hurtful.
He held onto the railing to lean to look down at Weisheng. He was working quietly in his space with a calm expression. The Arbiter sighed loudly, unable to guess what was going on in Weisheng's mind. If only Weisheng was more direct with his words.
The Arbiter contemplated between going to his desk and reading the documents Weisheng left for him or confronting Weisheng for his ambiguous behavior.
It was the Arbiter's loss either way, so he mustered up his courage and walked down to confront Weisheng. He stood before Weisheng's desk quietly, waiting for Weisheng to notice him. Unfortunately, Weisheng was busy going through documents and paid no attention to the Arbiter.
