The sudden expansion of smuggling routes is like a big cake, and the rule is "first come, first served." If you want to have the biggest piece of cake, you must build a series of supporting facilities earlier than others. After realizing it, the heads of the underworld don't wait for cooperation from other industries; they rush to build these supporting facilities themselves.
The neglected docks in Gotham, which haven't been renovated for decades, are now bustling with construction. In order to berth for larger ships, they must consider funding the construction of a deep-water dock. To speed up the cargo handling at the dock, land reclamation projects have also been put on the agenda.
Furthermore, if they want to trade with resources from around the world, they definitely need airplanes. To facilitate air transportation, they need larger airports, more warehouses, and a faster internal logistics system. This requires more land, more warehouse builders, more professional managers, and technicians.
The local labor force in Gotham has limit, and most of them are already members of various gangs. Now, Gotham is gradually moving towards a situation of high demand and low supply.
Then they realize, the reason for the shortage of workers despite the abundance of job positions is not because Gotham has a small population, but because they lack professional skills.
Even for manual laborers, they have to learn proper lifting techniques. Otherwise, they wear out after just a morning of work, and there is no one available in the afternoon.
Due to the inadequate education infrastructure in Gotham, most people are street kids before they reach adulthood. They can do anything but learn anything.
The mobs bosses find this generation of people is over, so they decide to focus on the next generation. If they need truck drivers, they'll find a way to open a driver's school. Most mob parents would choose to catch their children home, give them a beating, and then send them off to learn some skills. Even if they don't learn it, it's better than causing trouble outside.
Of course, the current school model is basically finding an empty room, finding someone who knows, and teaching them while demonstrating. How much one understands depends on their talents, and how much can put in use depends on practical experience. It can't even be considered a school yet, but it's a step forward from the oral transmission education of the Middle Ages. Having something is better than having nothing.
